The 2000 elections were supported by a USAID initiative to train hundreds of local citizens and political party members as domestic election observers. These observers helped prevent election fraud and violence and encouraged high turnout. The result was a free and fair election, which is an internationally recognized example. Similar programs helped ensure the success of two previous elections in Kosovo and 11 other countries since 1997.
