USAID Increases Aid to Rwanda

The United States Agency for International Development (USAID) has signed amendments to its five-year (June 2004-September 2009) agreements with the Rwandan Ministry of Finance and Economic Planning, that increases its 2006 assistance to Rwanda by US$ 37,353,353, to $82,487,750. Total United States official assistance to Rwanda in 2006 is more than US$100 million.

For 2006, the USAID/Rwanda health care budget is $53.6 million, of which more than 80% is earmarked for the prevention, care and treatment of HIV/AIDS through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). PEPFAR is administered in Rwanda by USAID, the Center for Disease Control (CDC), the Department of Defense (DOD), and the Department of State. In its first two years of operation in Rwanda, PEPFAR has been responsible for providing care and treatment – including antiretroviral drug therapy – to tens of thousands of adults and children. USAID/Rwanda funding also supports improved basic health care access and quality, particularly in rural areas; local government and civil society decentralization and capacity-building; and treatment and prevention of tuberculosis and malaria.

USAID/Rwanda’s rural economic growth program, which continues to be a key player in the country’s specialty coffee sector, is budgeted for 2006 at $4.7 million. This includes a 50% increase over 2005 funding for ecotourism, and $1.1 million in new monies to support livestock activities. With additional funding USAID is also enabling Rwandan banks to leverage up to $5.1 million in loans to agribusiness, a sector the GOR has identified as having top priority in its Poverty Reduction Strategy. USAID’s food aid program improves agricultural methods, distributes food to people living with HIV/AIDS, helps farmers’ cooperatives, reclaims wetlands, and provides food supplements to at-risk populations.

With $3.4 million earmarked for democracy and governance, USAID/Rwanda focuses on decentralization, anti-corruption, and civil society strengthening projects. It also supports a broad mix of conflict reduction programs, including land policy and conflict activities, and a new regional, youth-oriented, conflict mitigation media project.

All USAID/Rwanda programs and projects incorporate the cross-cutting themes of education, gender integration, and information communication technology, in accordance with the GOR’s “Vision 2020”.

Since 1999, USAID has provided $645 million to help Rwandans in the areas of democracy and governance, health and HIV/AIDS, and rural economic growth.
