USAID Matching and Child Survival Grant Announcement for FY2001
September 19, 2000

Thank you Judy, and good morning everyone.

It's a pleasure to be here today with our PVO partners to acknowledge our close working relationship.

But before I begin, let me also thank Congressman Gilman, Chairman of the House International Relations Committee -- who over the years has been so committed to strong USAID-PVO partnerships;

Mr. Carlos Herrera and Ms. Cecilia Galarreta from the Embassy of Peru;

Scott McMartin from Starbucks Coffee and Thomas Gilliam from Mutual of America, whose presence here today proves, as Walter Mondale once said, that it is possible to do well by doing good;

and Yolanda Richardson from Africare, David Shanklin from Andean Rural Health Care, and all the other representatives from the PVO community -- longtime friends of USAID as well as our newest grant recipients.

As all of you know, we are here today to honor the contribution that PVOs -- private voluntary organizations -- make to the U.S. foreign assistance program.

USAID has a long history of working with PVOs -- indeed, we have relied on them for most of the agency's fifty-year history because we have always understood, as President Clinton has said, that much of the work of America cannot be done by government -- and much of it cannot be done by government alone.

And so I think it is no exaggeration to say that we simply could not do what we do -- nor do it as well as we do -- without the hard work and dedication of people like you.

But we honor them today not only because of their contributions to USAID's many successes, but also because of their independent commitment to development.

The PVOs here today work in sectors as diverse as child survival, microfinance, environmental conservation, HIV/AIDS prevention, and the development of civil society.

And so, for everything that all of you do to make our world a better place, let me say -- thank you.

But we are here for another reason today, and that is to announce the newest recipients of our Child Survival and Matching Grants programs.

These programs are unique in the agency.

Strong organizations do better development work, and that's why our ultimate goal is to not only work with local communities at the grass-roots level, but also to strengthen both the U.S. PVOs and their local partners.

You know, I often say that what USAID does best is transfer knowledge and expertise to developing countries-so they can do the hard work of development themselves.

The programs we honor today are an essential link, allowing this transfer to occur through American PVOs to their local counterparts.

Because of their technical nature and cutting-edge approach to development, the Child Survival and Matching Grants programs are also extremely competitive.

So we can truthfully say that the people gathered here today are the cream of the crop.

This grants program is also designed to leverage other sources of funding: Matching Grants, for example, require grantees to match USAID funding dollar for dollar.

Our Child Survival grantees, too, put up at least 25 percent of their project's total funding.

The result is that USAID gets the maximum bang for every taxpayer dollar-and more resources are funneled into the important work of international development:

Our Fiscal Year 2000 program, for example, will provide $32 million for 27 new projects through the Child Survival and Matching Grants program:

But the PVOs in this room will contribute another $40 million, enabling us together to devote over $73 million to these activities.

These matching funds come from everyday Americans, foundations, and, increasingly, from corporate sponsors -- like those with us here today.

And so, from using microfinance to strengthen financial markets in Nicaragua and fighting the spread of HIV/AIDS in India to providing basic health care for children in Ethiopia, our newest grant recipients will use this funding to improve the lives of millions around the world.

To the 24 PVOs here representing USAID's Child Survival and Matching Grants portfolio for Fiscal Year 2001, let me say: congratulations.

USAID looks forward to working with you to meet the challenges of the new millennium.

We have a proclamation that we would like Members to sign in honor of the PVOs here today -- I understand they will sign it before they leave here today.
