Remarks of Ambassador Harriet Babbitt, USAID Deputy Administrator
at the PACT Grant Amendment Signing Ceremony
January 22, 1999
First, let me tell you how excited I am to be with you today on my very first visit to Cambodia.
It is with equal pleasure that I sign today -- on behalf of USAID -- a grant amendment with PACT. This amendment will allow PACT to continue its work to strengthen a host of Cambodian non-governmental organizations.
I want to take this opportunity to commend PACT and all of its partner non-govoernmental organizations for the wonderful development work you are doing. USAID, and the American people, are proud to be able to provide financial assistance in support of this important work.It is truly amazing when one considers that only 6 or 7 years ago very few noon-governmental organizations existed in Cambodia. Now, thanks to you and many others, there is a blossoming and a flourishing of the NGO movement.
Your work is helping Cambodia to move toward democracy; toward a more open market and increased economic growth -- toward a government responsible to its people -- and, most important, toward peace, and hope for the future.
USAID, Administrator Brian Atwood and I, place the very highest priority on our partnership relations with NGOs. The signing of this document symbolizes that commitment.
Throughout its history, USAID has been a strong supporter of NGO development around the world. This support is a reflection of the desire of our Congress and of the will and values of the American people.
In a healthy relationship, frank and honest discussion is also required. For that reason, I feel comfortable in reminding everyone that funding resources are limited and cannot be taken for granted. We must use these resources wisely, undertaking activities that are sustainable. I exhort all of you to work toward your own organizational and financial independence, as the best road to a secure future.
Thank you again. I look forward to chatting with some of you over refreshments after this ceremony.
