USAID Software Improves Financial Awards Tracking

This month USAID begins
deployment of its new system—
the Global Acquisition
and Assistance System
(GLAAS)—to all Washington
offices. Based on a successful
pilot program, 20 USAID
missions and 13 offices
already manage awards, commit
funds, and track development
resources via GLAAS.
Nearly $2 billion has been
obligated through the new
system to date.
GLAAS deployment to all
Washington users is scheduled
to be complete by March
2010. Overseas deployments
will then follow and continue
through June 2011. As a webbased
system that standardizes
business practices for the
Agency, GLAAS integrates
with USAID’s financial management system, Phoenix,
and government-wide systems,
including FedBizOpps,
FPDS-NG, Grants.gov, and
FAADS.
Once GLAAS is fully
deployed, USAID will be able
to improve its financial tracking
and report in real time on
the billions of dollars awarded
for USAID development programs
each year. The GLAAS
standardized and integrated
approach will allow USAID
to increase its work efficiency
and improve its transparency
and accountability. The
Agency’s legacy system, the
New Management System
(NMS), which is used only in
Washington offices, and other
non-automated mission systems
eventually will be phased out.
