Beginning his international service career as a Peace Corps volunteer in Haiti, Fulgham learned early on the need to invest in talent, build teams, and develop partnerships in order to make progress. He brought lessons learned from the Peace Corps to his work at USAID. As he advanced from missions to the top post of administrator, he continuously pushed for investment in staff and helped prepare the institution to meet the complex challenges of the 21st century.
