PRIVACY IMPACT ASSESSMENT SUMMARY

System Name: Electronic Procurement Information Collection System

SUMMARY: The United States Agency for International Development (USAID) gives notice that it has conducted a Privacy Impact Assessment (PIA) on the Electronic Procurement Information Collection System (ePICS). ePICS is a tool designed to generate reports on acquisitions and assistance awarded by USAID.

What elements of PII are being collected?
This system does not collect PII. Data elements within the system are acquisition and assistance related and include items such as: Award Number, dates, award type, award description, obligation numbers, obligation amount vendor name, address, business type etc.

Why is the PII being collected?
ePICS does not collect PII.

What opportunities are provided to individuals to consent to the use of this information collection?
Not applicable. Any entity performing government business is required to provide base information. The government creates the additional data elements (award number, obligation number, etc) during the process of issuing the award.

What is the Agency's intended use of the information?
USAID uses ePICS to generate reports required by the Federal Procurement Data System-New Generation, Federal Assistance Award Data System, and the Federal Funding Accountability and Transparency Act.

Who has access to the information?
This data is not considered to be Privacy Act protected information. USAID provides this information to the Census Bureau and GSA for release to the general public.

What authorities permit the collection of this information?
Federal Program Information Act (31 U.S.C. 6104) and OMB Circular A-89.

Information Security
Information security is provided by the security controls of the general support system.

Does this collection require a System of Record Notice?
No.
