Privacy Impact Assessment (PIA)

OVERVIEW

The USAID Privacy Office, in conjunction with the Business Systems Engineering Office, conducted a PIA of the Executive Information System (EIS). EIS was developed to integrate existing agency data from multiple budget and reporting systems into a single integrated reporting tool.

INFORMATION COLLECTION (WHAT)

EIS does not collect personally identifiable information (PII). EIS contains commitment, obligation and disbursement data and provides for strategic reporting by program area, benefiting country, fund type, fiscal year, strategic goal, organization, earmarks, etc.

INFORMATION COLLECTION (WHY)

The system is designed to provide enterprise-level agency budget and disbursement reports.

AGENCY INTENDED USE

The EIS gathers the budgetary and program information on foreign assistance from other agency systems to provide managers with consistent and accurate data to improve the management of programs and decision-making processes across the Agency.

INFORMATION SHARING

Reports from EIS are developed for internal use, but may be used to respond to data calls from external sources.

Not applicable.

INFORMATION SECURITY

Administrative controls include information security training before access to the network is provided. Thereafter, information security awareness training is provided through USAID's Tips of the Day application. In addition, all employees and contractors obtaining access to USAID's information systems must meet the vetting requirements outlined in Homeland Security Presidential Directive 12 before obtaining a network account.

Technical controls include user ID and password. Access is restricted to only those users with a required and stated business need. User id's are role-based and must be approved by the Agency Bureau Head and the EIS ISSO.

Physical access to USAID space is controlled through the use of guards, card reader technology, identifications badges and cipher locks.

SYSTEM OF RECORDS NOTICE (SORN)

EIS does not collect, maintain or disseminate PII, therefore it is not a system of record as defined by the Privacy Act of 1974, as amended.
