ADS Chapter 249 - Development Credit Authority

In response to an OIG audit recommendation, the Office of Development Credit (EGAT/DC) has modified ADS 249 as follows:
- Added language in section 249.3.1(g) to clarify that DCA must not be used unless the overall portfolio of loans originated under a loan portfolio guarantee
would not go forward without the DCA support.
- Added language in section 249.3.1(r) to clarify that the “additionality” for portfolio guarantees should be described and evaluated in terms of the desired
impact on lending to a particular sector, rather than on a loan-by-loan basis.
