ADS 103, Delegations of Authority Revision: 02/05/2002 New Policy Directive A new delegation was added to 103.3.18, Office of the General Counsel (GC). Now, the General Counsel is delegated by the Director of OP the authority to execute interagency agreements. Additionally, several editorial and stylistic corrections were made to the chapter. Series 300 Interim Update 02-02, Special Authority - Exception for Small Businesses under Indefinite Quanity Contracts (IQCs) Issued: 02/07/2002 New Policy Directive
and Required ProceduresUSAID's 2002 Appropriations Act contains special authority that allows USAID to award task orders to small and small disadvantaged businesses without competition under multiple award IQCs. This authority has the potential to enable the Agency to increase our use of small businesses while further reducing procurement lead times. and Required ProceduresThis Notice describes the requirement for certain senior-level employees are required to file the Executive Branch Personnel Public Financial Disclosure Report (SF-278) by May 15, 2002. This notice supersedes Series 400 Interim Update 01-04.
