FY 2002 Statutory Checklists, Additional Help document for ADS 200-203 Revision: 04/18/2002 Changes The various provisions in this checklist have been updated. ADS 216, USAID-Higher Education Community Partnership Revision: 04/09/2002 Editorial Changes This chapter was converted into the new ADS format and editorially revised. No substantive changes were made. ADS 219, Microenterprise Development Revision: 04/09/2002 Editorial Changes and New Policy Directives
and Required ProceduresThis chapter was converted into the new ADS format and editorially revised. The only significant changes were (1) the addition of a reference to new legislation affecting the chapter, the Microenterprise for Self-Reliance and International Anti-corruption Act of 2000, and (2) a revised definition of "poverty lending" to bring the guidance into line with this legislation. Series 300 Interim Update 02-03, Prohibition on Transactions with or the Provision of Resources and Support to Individuals and Organizations Associated with Terrorism Issued: 03/29/2002 New Policy Directives
and Required ProceduresAAPD 02-03 requires language to be included in all solicitations, contracts, grants, and cooperative agreements to comply with Executive Orders and laws prohibiting support to individuals and organizations associated with terrorism. ADS 323, Metric Specifications Revision: 04/10/2002 Editorial Changes A link to the National Institute of Standards and Technology's Metric Program web site was added to the Additional Help section. Series 400 Interim Update 02-06, Payment of Difficult to Staff Incentive Differential (DSID) Issued: 04/29/2002 New Policy Directives
and Required ProceduresInformation is provided to advise employees of recent changes to the Difficult to Staff Incentive Differential (DSID) and to respond to the many questions raised during the trial implementation of this new differential. Many employees who applied to receive this incentive will soon be completing one year of service at a Difficult to Staff post to qualify for annual payment. Detailed guidance and instructions regarding how DSID payments will be processed are covered in this notice. ADS 418, Promotion and Internal Placement Revision: 03/20/2002 New Policy Directives
and Required ProceduresADS 418 was revised in its entirety. The chapter is now in the new ADS format and numerous plain language changes were made throughout. In addition to the general update of procedures and policy throughout the chapter, the following specific changes were made:
418.3.1.8 - We added information on Drug Testing under the program.
418.3.2.2 - This section discusses competitive requirements for certain applicants with non-competitive eligibility
418.3.2.2 - This section provides information on the conversion of excepted service appointees to the
competitive service.
418.3.3.1 -We included new information and procedures on time-limited promotions.
418.3.3.2 - We added a new procedure for selecting officials under this section.
418.3.3.5 - We added when promotions under this section are effective.
418.3.4.1 - We changed the point values and defined the three levels of performance required for
crediting plan development.
418.3.4.2 - We added reasonable accommodation language as required by Executive Order 13078.
418.3.4.6 - We included additional information and procedures on open continuous announcements.
418.3.4.9 - This section introduces USAID Plan for Increasing Opportunities for Individuals with
Disabilities approved by the former Administrator on December 1, 2000. Circulation of announcements
will be expanded to include sources likely to attract people with disabilities.
418.3.4.11 - This section allows veterans with preference eligibility who have separated from the armed
forces under honorable conditions after three or more years or more of continuous active service to
apply for vacancies advertised outside of USAID as permitted by the Veterans Employment Act of
1998.
418.3.4.12 - This section restates the notice eliminating AID-4-489, Applicant Questionnaire-Merit
Promotion and discusses the use of Optional Form 612 as the primary tool for employees to use to
apply for
USAID vacancy announcements. Other changes in procedures are also discussed in this section.
418.3.4.17 - Selecting officials now have 15 days to interview and make a selection. This is a change
from 10 days under previous procedures. This section also discusses other selection procedures.
418.3.4.20 - The section allows for additional certification using previously issued certificates for new
vacancies with the same requirements.
418.3.6 - This is a new section as required by Executive Order 13197.
418.4, 418.5, and 418.6 - Several references/definitions have been added and/or modified.
ADS 462, Employee Evaluation Program Editorial Changes Several typographical errors were corrected. Two citations to ADS 426 were amended to say ADS 462. ADS 491, USAID Awards Program Revision: 04/10/2002 New Policy Directives
and Required ProceduresThis newly created ADS chapter supersedes Chapter 5 of Handbook 29 in its entirety. The new ADS chapter incorporates information on new awards approved since issuance of the handbook chapter, standardizes award amounts for annual awards, clarifies eligibility and implements a new time off award.
Specific awards under the Agency's program are found in the Mandatory Reference, Descriptions of Incentive Awards, which is an attachment to this notice. This attachment contains a listing of individual awards with detailed information about their purpose, eligibility, approval steps and type of recognition.
Changes affecting annual Agency awards will be implemented in this year's awards cycle. In April, M/HR will be issuing a general notice for award nominations for agency-wide annual, honor and career service awards.
Series 500 Interim Update 02-10, Fly America Act

and Required Procedures6 FAM 135 was revised to eliminate unnecessary burdens and to bring it into conformity with the current General Services Administration's Federal Travel Regulations (FTR) and a statutory provision regarding the travel of State and USAID employees and their families between two points abroad. Details on this change are explained in this Notice. ADS 501, The Automated Directives System Revision: 04/25/2002 New Policy Directives
and Required ProceduresSpecifics on the EOP's clearance process were added to the clearance exceptions section.
The Mandatory Reference, List of ADS Chapters and Authors was updated for ADS CD 27.
The Mandatory Reference, List of Required Clearances for ADS Material was updated.ADS 502, USAID Records Management Program Revision: 04/29/2002 Revised Reference The Mandatory Reference section was updated to show that the entire revised NARA General Records Schedule (GRS) is a mandatory reference, and references to the GRS throughout the chapter were updated. The old GRS 20 and GRS 23 were removed, and the revised GRS was added.
USAID's disposition schedules are currently being revised. Publication of the revised ADS 502 is planned for fall 2002.
ADS 533, Purchasing for USAID's Overseas Activities Revision: 04/09/2002 Editorial Changes This chapter was rewritten in plain language and placed in the new ADS format. Some of the FAM references were updated. ADS 534, Personal Property Management Overseas Revision: 04/09/2002 Editorial Changes This chapter was rewritten in plain language and placed in the new ADS format. Some of the FAM references were updated. ADS 536, Use and Control of Official Vehicles Revision: 04/23/2002 Editorial Changes The AIDAR reference in 536.2 and 536.4.1 was corrected editorially to refer to AIDAR 752.245-71, Title to and Care of Property. AID 545-1, Unclassified Information Systems Access Request Acknowledgment (a Mandatory Reference for ADS 545) Revision: 04/23/2002 Revised Policy Directives
and Required ProceduresUsers must create and use a password consisting of at least seven characters that cannot be easily guessed, and does not contain a word found in any language. The password must contain three of the following characters: uppercase letters, lowercase letters, numbers, and symbols. ADS 550, End-User Applications Revision: 04/12/2002 Change in Responsibility Responsibility for managing the corporate data definitions repository now resides with the Bureau for Management, Office of Information Resources Management, Systems Development and Maintenance Division (M/IRM/SDM). Editorial Changes This chapter was rewritten in plain language and placed in the new ADS format. Some of the definitions were revised editorially. ADS 562, Physical Security Programs (Overseas) Revision: 04/25/2002 Editorial Changes The definition of Sensitive But Unclassified (SBU) information was revised editorially. No other changes were made. ADS 566, U.S. Direct-Hire and PASA/RSSA Personnel Security Program Revision: 04/25/2002 Editorial Changes The definition of Sensitive But Unclassified (SBU) information was revised editorially. No other changes were made. ADS 567, Classified Contracts, Grants, Cooperative Agreements, and Contractor/Recipient Personnel Security Revision: 04/25/2002 Editorial Changes The definition of Sensitive But Unclassified (SBU) information was revised editorially. No other changes were made. Series 600 Interim Update 02-04, Processing Payroll Procedures for USAID/W Personal Service Contractors (USPSCs) Issued: 04/18/2002 New Required Procedures The Office of Financial Management and the Office of Procurement developed the following procedures to enhance payroll processing for USAID/W Personal Service Contractors (USPSCs).
