Guidance on use of the Foreign Service Limited (FSL) Authority provides background, policy, and step by step instructions on the payment of salary and benefits for FSLs from program accounts. This authority, established in the FY2004 appropriations act and modified for FY 2005, allows the Agency to hire program funded direct hires for deployment in Washington and overseas on a not-to-exceed five years limited appointment.

This revision includes the legislative mandate that all Anti-Deficiency Act violations reported to the President and Congress must also be provided to the Comptroller General at the same time. The legislation makes the Comptroller General the Federal repository for all Anti-Deficiency Reports, effective 12/08/2004. The Agency may report in either electronic PDF file format or in paper form. ADS 634.3.5.4a, Reporting on Funds Control Violations -- Anti-Deficiency Act violations, was rewritten to reflect the specific requirements and provides the appropriate addresses for both transmission formats.

Series 600 Interim Update #05-05, Improving the Determination Process for Deobligating Unliquidated Balances in Prior Year Travel Authorizations (TAs)

Per ADS 621, Obligations, only the Bureau for Management, Office of Administrative Services, Travel and Transportation Division (M/AS/TT) and the Bureau for Management, Office of Financial Management, Accounting Division (M/FM/A) have the authority to deobligate unliquidated funds in TAs. Striving for an efficient division of labor, it was recently decided that M/AS/TT would be responsible for deobligating funds in current year TAs while M/FM/A has the responsibility for deobligating funds in prior year TAs. Based on the potential for upward adjustments due to prematurely deobligating funds, M/FM/A is hesitant to automatically deobligate residual funds without a proper review by the respective Bureau/Office.

This notice supercedes the general notice dated December 14, 2004, with this subject: Accruals Materiality Threshold for USAID/W and Phoenix Missions. This revision rescinds the Mission Accounting and Control System (MACS) accruals materiality threshold (starting with the June 2005 accruals cycle) and establishes a uniform materiality threshold for estimating and reporting accruals in both USAID/W and Missions.
