Project Description
This program provides technical assistance to the Higher Education Commission and eleven partner universities to create viable and sustainable financial aid and development systems within these institutions. It assists in providing technical guidance in managing scholarship funds and building skills to establish public-private partnerships, to raise funds, and to create international linkages. The program also provides tuition support to students displaced by the 2010 floods and security operations to enable them to continue their studies and remain in university housing.
USAID's Second Cash Transfer for University Development Program has provided budget support to the Higher Education Commission (HEC). The Higher Education Commission and USAID will jointly support the development of 44 higher education projects located at 21 universities and HEC to upgrade facilities to improve pedagogy, increase the usage of better teaching and learning materials, and improve the capacity of universities to engage in research in priority sectors such as energy, agriculture, hydrology, engineering and technology. The budget support to universities includes sponsoring purchased IT and lab equipment, transportation and contingency costs. The program will also award local scholarships and Fulbright scholarships. Both scholarship programs will fund studies in the fields of agriculture, business, engineering, hydrology (water studies), and energy sciences. The program will support universities and students located in all 5 provinces of the country, with a particular focus on disadvantaged areas and rural citizens.
Results To Date
Twenty one public universities received budgetary support to purchase IT and lab equipment, transportation and to fulfill contingency cost associated to the 45 development projects.
• Nearly 300 scholarly papers published, presented, or submitted
• Degrees awarded to 40 students, with an additional 86 enrolled as of March 2011
• 32 new courses introduced at Pakistani universities
• 464 participants trained during FY11, of whom 221 (or 48 percent) were female
• 10 Pakistanis sent on visits to the United States during FY 11
