Donor Engagement in Context
A decade into the 21st century, the global landscape and international architecture for foreign aid and development assistance has evolved in fundamental ways. These changes reflect many policy and contextual factors, key among which are the impacts of globalization, a growing awareness of the centrality of development to global stability, and research on aid effectiveness.
This new environment also reflects a proliferation of assistance providers, including emerging new donors, trust funds, and non-state actors. Today, there are 56 official bilateral donors, 263 multilateral donors, and growing interest on the part of "emerging" donors to engage in the development community.
At the same time, some traditional donors are reevaluating their foreign assistance programs in light of their domestic economies and increasing selectivity and focus. Many recipient countries are also asserting stronger control over their own development agendas, and insisting on tighter coordination and harmonization in donor programs that are less draining on their sometimes thin administrative resources, or are more in keeping with their status as emerging middle income countries.
For USAID, the policy context has also undergone significant change, with the first U.S. Presidential Policy Directive (PPD) on Global Development, the first Quadrennial Diplomacy and Development Review (QDDR), and consequent operational reforms referred to as USAID Forward. The policy guidelines call for a new emphasis on selectivity and focus, scale and impact, and closer partnership with host country and other partners, including a more conscious division of labor among donors.
The Office of Donor Engagement
The Office of Donor Engagement (DE) works within this context to achieve coordinated international action among USAID and its bilateral and multilateral donor partners in pursuit of transformational development.
