Purpose: Provide
support for the Bahir Dar and Dessie Physical
Rehabilitation Centers Support project.
Objectives:
- Facilitate access to physical rehabilitation services
for civilian victims of war in Bahir Dar and Dessie
Physical Rehabilitation Centers.

Improve the quality of service in Bahir Dar and
Dessie physical rehabilitation centers through education
and mentoring and by importing quality components
for prosthetics and orthotics.
- Ensure the long-term functioning of the Bahir Dar
and Dessie physical rehabilitation centers.
In September 2001, Pact, in partnership with the
Vietnam Veterans of America Foundation (VVAF), began
implementing the Amhara Physical Rehabilitation and
Support Services Project. The project drew upon VVAF’s
service delivery skills in physical rehabilitation
and Pact’s experience in developing the capacity
of local leadership to enable the creation of more
sustainable solutions for and with people with disabilities.
The overall objective of the Pact/VVAF project was
to provide comprehensive physical rehabilitation
services and support the social and economic integration
of persons with disabilities in the Amhara region
by implementing multi-sectoral development activities.
This was not accomplished.
In July 2006, VVAF announced their complete withdrawal
from all projects in Africa, putting an end to the
five-year Bahir Dar project, which only began in
2004.
ICRC began implementing the project in 2006. Today
the centers are fully owned and operated by the Amhara
Bureau of Labor and Social Affairs (BoLSA). ICRC
works with BoLSA to run the centers.

The ICRC/SFD provides raw materials and equipment, physiotherapy training sessions,
and scholarships for students to attend 3-4 year P&O Category I and Category II certification training programs. |

Purpose: Provide support for the
program, Physical Rehabilitation Projects 2009-2014
of the ICRC Special Fund for the Disabled in Africa.
Location: USAID provides support
to 32 SFD-implemented projects in Africa: Benin (1);
Cameroon (1); Ethiopia (1); Guinea-Bissau (1); Kenya
(2); Madagascar (1); Malawi (1); Mali (7); Mauritania
(1); Morocco/Western Sahara (2); Nigeria (2); Somalia
(3); Tanzania (2); Togo (2); Zambia (2); Zimbabwe

Objective:
- The ICRC Special Fund for the Disabled aims to ensure
the continuity of ICRC programs for populations Its
immediate objectives are to enhance access, quality,
and durability of rehabilitation services, through
a combination of material/financial, technical, and
training support to assisted centers.
In Africa, through the International Committee of
the Red Cross, USAID provides support to thirty-two
small-scale rehabilitation workshops. In most instances,
these workshops are staffed by one to two people
and are located in rural, often inaccessible places.
After training staff in rehabilitation practices
and workshop management, the ICRC continues its support
by providing durable materials and mentoring on a
rotating basis. The ICRC's approach has increased
access to rehabilitation services for clients who
cannot make the journey to a provincial town center.
Each year, ICRC projects provide orthopedic devices
and services to more than 10,000 people.
