Brief Description: Since the onset of hostilities between the Government of Nepal and the Communist Party of Nepal (Maoist) in
1996, the civil conflict in Nepal has resulted in the deaths of more than 12,000 people, as well as the creation of an unknown number
of IDPs. The civil conflict has also disrupted basic government services due to the widespread destruction of local and central government
offices, health clinics and agricultural centers, and the dislocation of civil servants. Continued insecurity has limited trade and travel,
particularly between Kathmandu and the rest of the country.
On October 4, 2005, U.S. Ambassador James F. Moriarty redeclared a disaster due to the ongoing conflict and resulting emergency
humanitarian needs throughout Nepal. In response, OFDA provided more than $1.3 million in FY 2005 for emergency assistance to
conflict-affected populations, including programs supporting livelihoods, emergency public health needs, and improved coordination of
response activities. From FY 1994 to FY 2005, OFDA provided nearly $3 million for emergency assistance and conflict mitigation
activities in Nepal.
