Disaster Declared: 12/19/2006
Brief Description: On April 28, 2006, riots broke out in Dili, East Timor. At least 2,000 homes were destroyed
during the crisis, according to a U.N. Development Program estimate, and 150,000 people were displaced. The U.S.
Department of State reported that as of December 2006, more than 28,000 internally displaced persons (IDPs) remained in
camps in and around Dili, with an additional 70,000 IDPs in outlying districts.
In response to the continuing complex emergency, U.S. Chargé d'Affaires W. Gary Gray declared a disaster on December 19,
2006, and requested that OFDA be prepared to assist the Government of East Timor to respond to humanitarian needs of
IDPs and other affected populations. In response, OFDA provided nearly $800,000 to CARE and Catholic Relief Services
for emergency health, protection, shelter, and water, sanitation, and hygiene programs.
