Contraceptive security exists
when every person is able to choose, obtain, and use
quality contraceptives and condoms for family planning (FP)
and for HIV/AIDS prevention. USAID strives to ensure
clients have long-term access to a range of high-quality
contraceptives, condoms, and other essential health
supplies in several ways. We invest resources to improve
distribution and availability and support commodities distribution across
all sectors - public, private, and nongovernmental
- in the countries where we work.

Contraceptive Security Ready Lessons
Many countries face the challenge of meeting people's needs for contraceptives and condoms on a sustainable basis. Contraceptive Security: Ready Lessons suggests some practical steps USAID Missions and their partners can take to promote and support country-led programs for contraceptive security.

Produced for USAID by the Population Reference Bureau, this series of policy briefs was designed to explain different aspects of contraceptive security to policymakers, program managers, media, and civil society. This toolkit addresses changes in development assistance and how national governments are increasingly identifying ways to pay for the contraceptive needs of women and men.
- Getting the Numbers Right: A Guide to USAID-Developed Contraceptive Forecasting Tools [PDF, 1.1MB]
This guide aims to assist USAID health officers, USAID Cooperating Agencies, and USAID partners in identifying appropriate tools for forecasting contraceptive demand and need. The guide contains a narrative description of four USAID-funded tools, including the goals, uses, and requirements of each tool.

A Tool for Assessment, Planning, and Implementation
This tool is meant to help countries develop, implement and monitor strategies to secure essential supplies for RH/FP programs. SPARHCS is meant to bring together a wide range of stakeholders at the country or regional level to initiate concerted efforts toward the goal of RH commodity security.
- Contraceptive Security Index
The Contraceptive Security Index is a composite indicator designed to measure the degree of contraceptive security within a country, and to facilitate monitoring progress over time. The Index can be used to support priority-setting at national and international levels and to plan and advocate for policies and other interventions that promote progress toward contraceptive security.

This paper presents case studies of and guidelines for strengthening the family planning (FP) policy environment in Latin American countries undergoing decentralization. The guidelines draw on literature on the decentralization of health systems in Latin America and on research findings garnered through key informant interviews in Bolivia and Mexico.

- Reproductive Health Supplies Coalition (RHSC)
The RHSC is a global partnership of public, private, and non-governmental organizations dedicated to ensuring that all people in low- and middle-income countries can access and use affordable, high-quality supplies to ensure their better RH. Since 2004, the RHSC has been a convener for international partners to work in a coordinated manner to secure RH supplies; it focuses on increasing resources, strengthening systems, and building effective partnerships.

Success Story
- Success Story: A Strong Supply Chain Responds to Increased Demand for Contraceptives in Rwanda [PDF, 382KB]
The account highlights how, during the last 10 years, the many changes made by the Rwandan Ministry of Health and its partners (including the USAID | DELIVER PROJECT) led to an increased demand for family planning at the local level. As a result, Rwanda made impressive gains in its contraceptive prevalence rate, which would not have been possible without a parallel increase in availability of the commodities needed to provide these services.
