Central Contraceptive Procurement (CCP)

The CCP Project, established in 1990, serves as the central procurement mechanism for Missions to purchase high quality contraceptives, condoms, and other essential public health supplies. The CCP Project also administers the Commodity Fund, which serves to increase condom availability and use by making condoms for HIV prevention free of charge to nonfocus programs. Since 2006, CCP also has provided other essential public health pharmaceuticals, diagnostics, and medical equipment at the request of Missions.
Services Provided
The CCP Project takes orders based on forecasts from individual Missions and consolidates those needs into large multiprogram procurements. CCP utilizes the USAID | DELIVER PROJECT, an Indefinite Quantity Contract awarded to John Snow, Inc., to provide technical assistance and procure contraceptives and condoms, as well as essential public health supplies and equipment and warehousing and freight services to U.S. Agency for International Development (USAID)-supported health programs worldwide. FHI 360 provides overall quality control and testing of the commodities procured by the USAID | DELIVER PROJECT for the CCP Project as part of an agreement with the Office of HIV/AIDS.

News from CCP
- On November 8, Dr. Scott Radloff, Director of the Global Health Bureau's Office of Population and Reproductive Health, signed an Action Memorandum accepting the World Health Organization's prequalified hormonal contraceptives, including oral contraceptives, implants, injectables, and emergency contraception, as eligible for USAID purchase and supply to field programs. - CCP worked with the Reproductive Health Supplies Coalition to award a new contract in 2011 to Merck for the procurement of Implanon. The new contract reduces the price from $19.60 to $18.00 per implant to low-income countries. This product has a use life of 3 years and shelf life of 5 years. Read more.
- CCP saved USAID $4.8 million through a lower price for the contraceptive injectable, Depo-Provera. The USAID | DELIVER PROJECT negotiated a new contract for Depo-Provera, which was awarded in 2011 at a price of $0.78 per vial, a difference of $0.12 less than the previous price ($0.90).
- The CCP Project served Mission programs worldwide through effective central procurement and funds management. In FY 2011, CCP, through the USAID | DELIVER PROJECT, provided eight contraceptive and condom methods to Mission programs and two services contracts, freight forwarding, and quality assurance for a total value of $131,857,036. Additionally, there were 488 shipments to 40 countries, with a total value of $116,846,834. Africa represented 65 percent of the total value of these shipments.
