Policy Advisor

The Strategic Planning, Budgeting and Operations (SPBO) Office within the Bureau for Global Health provides leadership, advice and support for overall strategic direction, resource allocation, and procurement planning. SPBO works across the Bureau’s technical offices to promote program integration and coordination. SPBO further supports efforts to monitor and promote the effectiveness of programs and the achievement of Global Health (GH) objectives, and is integrally involved in performance monitoring and evaluations.

The Policy Advisor, working in collaboration with the strategy and legislation team, will conduct analyses and provides written inputs for annual reports and other Agency performance reporting requirements, provide analyses for Global Health planning and portfolio reviews, assist in providing support for planning for the Global Health Bureau and its technical offices, and conduct independent program and technical reviews.

Public Health Technical Advisor

The Office of US Foreign Disaster Assistance (OFDA) is the office within USAID responsible for facilitating and coordinating US Government emergency assistance overseas. As part of USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), OFDA provides humanitarian assistance to save lives, alleviate human suffering, and reduce the social and economic impact of humanitarian emergencies worldwide. Within OFDA, the Technical Assistance Group (TAG) provides technical oversight and support for a variety of humanitarian sectors.

The Public Health Technical Advisor serves as part of the TAG Public Health and Nutrition Team, which consists of advisors in nutrition; water, sanitation, and hygiene (WASH); and pharmaceuticals and medical commodities. S/he may also work with other elements of the TAG team such as advisors in agriculture, protection and vulnerable populations, and shelter and settlements to provide a multidisciplinary approach to disaster response and risk reduction. The Public Health Technical Advisor receives day to day guidance from the TAG Team Leader. S/he is expected to act independently with little direction but in close coordination with the Public Health and Nutrition Team lead and Senior TAG Public Health Advisor.

Immunization Technical Advisor

Location: Washington, DC

The Maternal and Child Health Division (MCH) within USAID’s Office of Health, Infectious Diseases, and Nutrition (HIDN) works closely with USAID Missions and Regional Bureaus as well as the private sector, other US government agencies and departments, and international partners to: advocate for investments in improving maternal and child health, with a focus on the major causes of mortality and associated morbidity; introduce innovative cost-effective interventions to address these issues; and leverage human, technical, financial resources to help countries improve their capacity to deliver such lifesaving interventions.

This Advisor will take technical direction from the MCH Division’s Immunization Team Leader. It is anticipated that the Advisor will have the opportunity to provide leadership and help shape country-level activities in support of USAID’s expanded immunization work, as well as the Global Health Bureau’s support of those country efforts. The Advisor will be a member of the MCH Division team and will also work closely with other team members who have complementary areas of expertise.

Malaria Technical & Communication Advisor

The Malaria Technical and Communications Advisor position has a 75%-100% level of effort based in Washington, DC in the Division of Infectious Diseases, Office of Health Infectious Diseases and Nutrition, Bureau for Global Health at USAID. The Advisor has responsibility to ensure the coordination and development of the PMI Annual Report to Congress and reflects the Initiative’s core management principles of transparency and accountability.

The Advisor's main responsibilities will include lead the PMI Annual Report to Congress process, including coordination and development of the report to accurately document PMI’s progress, achievements and outputs, including writing/editing sections of the report content and chapters. Additionally, the Advisor will manage technical information and data collection from all PMI countries to inform the annual report as well as the PMI information management system and liaise with interagency partners and stakeholders in the process, including PMI country teams. Senior Logistician

Location: Washington, DC

GH/OHA/TLR/SCMS is seeking a senior logistician to assist in its implementation of supply chain management procurement and technical assistances and its Supply Chain Management System (SCMS) project. The purpose of SCMS is to establish and operate a safe, secure, reliable, and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections and to provide technical assistance on supply chain issues. Through creating and enhancing an uninterrupted supply of key commodities, SCMS is intended to support HIV/AIDS prevention, treatment, and care. This includes ensuring the quality of drugs, test kits, and other supplies, and building capacity for long-term sustainable procurement and distribution.

The logistician's responsiblities include supporting the purchase of lifesaving ARV drugs; non-ARV drugs, including drugs for opportunistic infections, sexually transmitted infections, tuberculosis, and malaria; drugs for home and palliative care; quality laboratory materials such as rapid test kits; and supplies such as gowns, gloves, injection equipment, and cleaning and sterilization items. A key feature of the current PEPFAR initiative is building the capacity of host-country institutions to deliver effective and quality HIV prevention, care and treatments services for their affected and infected population. One essential component of such capacity building efforts is providing technical assistance through SCMS and in-house technical expertise in building and maintaining effective and efficient supply chain systems.

Population Health Environment Technical Advisor

The Global Health Bureau/Office of Population and Reproductive Health (GH/PRH) seeks a Population Health Environment (PHE) Technical Advisor. The PHE Technical Advisor provides technical guidance and management oversight to population, health, environment (PHE) activities within GH/PRH programs. PHE activities are designed to enhance understanding of the linkages between population and natural resource dynamics and to improve the delivery of family planning and reproductive health information and services to underserved communities in biologically significant areas where population growth threatens biodiversity or endangered species. The PHE Technical Advisor provides expertise to support and improve ongoing activities, serves as the Office’s technical expert on population, health, and environment issues, and promotes further adoption of the PHE approach by USAID Missions and Bureaus.

The position is located at USAID/Washington in the Policy, Evaluation, and Communication Division, one of four divisions in the Office of Population and Reproductive Health. The Division supports improved collection, analysis, and use of data in policymaking and program planning; and promotes policies, behavior change, and community norms that result in improved reproductive health outcomes. The Division's portfolio comprises 12 projects with a combined annual budget of approximately $100 million. The Division has a staff of nineteen, of which the PHE advisor is one. The PHE Advisor will report to the AOTR (Agreement Officer’s Technical Representative) for the PHE projects (BALANCED, PHE Alliance, and HELPS).
