USAID’s New Climate Change and Development Strategy

USAID is proud to announce the release of its new Climate Change and Development Strategy (PDF 5MB) for 2012-2016. The Strategy provides a strategic framework for USAID to address the challenges and opportunities associated with climate change and outlines the Agency’s goals, strategic objectives, and guiding principles for climate change programming. The Strategy also lays out a road map for implementation, recognizing the need to develop more detailed plans for research, monitoring, training, learning, and outreach. The goal of USAID’s Climate and Development Strategy is to enable countries to accelerate their transition to climate resilient, low emissions development to promote sustainable economic growth.
Guided by the Strategy, USAID is adopting two complementary approaches to climate change. First, USAID will invest in dedicated programming to tackle the risks and opportunities presented by climate change through efforts that reduce greenhouse gas emissions and build resilience to the unavoidable impacts of climate change. Second, USAID will integrate climate change considerations into core development programs across the Agency’s development portfolio (e.g., fostering climate resilience and lower emission approaches in food security, health, water, economic growth, disaster risk reduction and more).
USAID’s Climate Change and Development Strategy will pursue three strategic objectives:
- Accelerate the transition to low emission development through investments in clean energy and sustainable landscapes for climate change mitigation;
- Increase resilience of people, places, and livelihoods through investments in climate change adaptation; and
- Strengthen development outcomes by integrating climate change in USAID programming, learning, policy dialogues, and operations.
