The Regional Development Mission for Asia (USAID/RDMA) headquarters in Bangkok is the first overseas USAID facility to win a Leadership in Energy and Environmental Design (LEED) certification for its commercial interior. The facility’s lighting and air handling systems keep energy consumption to a minimum. Carpeting and furnishings throughout the offices are made with recycled materials and local resources were used to help minimize the carbon footprint associated with importing such goods.

Humanitarian organizations are becoming increasingly concerned about energy issues in communities, camps, or settlements where internally displaced persons (IDPs) or refugees are settled temporarily. At a minimum, all displaced people require fuel to cook, and the manner in which fuel is obtained and used can have significant impacts on displaced populations, host communities, and the surrounding natural environment. There is much debate over what types and styles of stoves are the most fuel-efficient and user-friendly, and whether a particular stove will be useful to displaced populations.

Following the commitment by Presidents Barack Obama and Dmitry Medvedev at the June 24th U.S.-Russia Summit to promote energy efficiency and green technology, the U.S. Agency for International Development (USAID) and the Russian Energy Agency (REA) on July 21 signed a Protocol of Intent to deepen collaboration on energy efficiency, “smart grid” technology, and clean energy. The agreement will foster partnerships with U.S. and Russian utilities, regulators and others to share information and best practices. Potential activities will reduce energy loss in electricity systems and decrease levels of carbon emissions to help mitigate climate change.

At an official ceremony held in Yerevan on June 15, 2010, the Chairman of the Public Services Regulatory Commission of Armenia (PSRC) Robert Nazaryan, the Chairman of the Iowa Utilities Board (IUB, USA) Robert Berntsen, and Manager of International Programs at the National Association of Regulatory Utility Commissioners (NARUC, USA) Chris Mahon signed a Memorandum of Understanding, marking the beginning of a new partnership whereby the IUB will work with the PSRC in developing its institutional and decision-making capacities in market-based regulatory processes. The United States Energy Association (USEA) conducted the third executive exchange for Distribution Utility Executives from Jordan under the partnership funded by USAID from May 8-15, 2010. Seven executives from Electricity Distribution Company (EDCO), Irbid District Electricity Company (IDECO), Jordan Electric Power Company (JEPCO) and Kingdom Electricity Company (KEC) met with Sacramento Municipal Utility District (SMUD) and Tacoma Power to continue discussions on energy efficiency programs and review the training programs as implemented at both U.S. utilities as were discussed in the previous two exchange visits.

Under the South Asia Regional Initiative for Energy (SARI/Energy) Partnership Program, funded by the U.S. Agency for International Development (USAID), the U.S. Energy Association organized a five-day executive exchange of South Asian electricity executives to attend the 34th Southern African Power Pool (SAPP) meetings in Gaborone, Botswana February 15–18, 2010, along with a visit to Eskom, South Africa’s public electric utility and member of SAPP. The event, hosted by Botswana Power Corporation, was attended by thirteen executives from Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka as part of the South Asia Regional Energy Transmission Partnership.

Tarbela Dam Project Launches ‘Signature’ Energy Programs. In a ceremony held today, U.S. Special Representative for Afghanistan and Pakistan Ambassador Richard C. Holbrooke announced that the U.S. Government will contribute $16.5 million (1.4 billion rupees) to improve the operating capacity of the Tarbela Dam hydroelectric plant. Grant funding will be provided to the Ministry of Water and Power (MoWP), and implemented through the Pakistan Water and Power Development Authority (WAPDA).
