Governance
LEADERSHIP INITIATIVES
- The Governance Division has primary responsibility for disseminating and implementing USAID’s Anticorruption Strategy. Additionally, the Division has developed an Anticorruption Assessment Framework.
- As part of its anticorruption work, the Governance Division serves as the Agency lead for the Extractive Industry Transparency Initiative. The Division oversees funds earmarked for the EITI Multi-Donor Trust Fund, coordinates with the Fund’s Management Committee, and is developing a program brief on combating corruption in extractive industries.
- As co-chair of the Interagency SSR Working Group, DCHA/DG plays a leading role in the promotion of whole-of-government approaches to Security Sector Reform (SSR). The Working Group recently issued a USAID-State-Defense Statement on SSR and an Interagency Security Sector Assessment Framework (ISSAF). Analytical work on SSR metrics is currently in the planning stages.
- The Division’s approach to Democratic Local Governance and Decentralization is aimed at defining the roles of, and division of authority between, governments at various levels of the state. In addition, our assistance helps mission programs improve the ability of citizens to participate more fully in political processes by making local governments more accountable, transparent, and responsive. USAID’s new Handbook on Democratic Decentralization Programming provides guidance to USAID missions for addressing decentralization challenges.
- Parliamentary strengthening activities include technical support to countries implementing legislative strengthening programs. USAID supports the House Democracy Partnership (formerly known as House Democracy Assistance Commission) created by the U.S. House of Representatives, which provides peer-to-peer support, technical advice and training to parliamentarians around the world. In addition, USAID supports the Global Organization of Parliamentarians Against Corruption (GOPAC), a global network of parliamentarians designed to combat corruption and support good governance.
- New programs have been designed to enhance democratic governance in developing, rebuilding, transforming, and sustaining partnership countries. The Building Recovery and Reform through Democratic Governance (BRDG) IQC provides capability to work across multiple areas of governance, including state formation, public administration, policy reform and implementation.
- DCHA/DG works closely with the Rule of Law (ROL) Division to ensure that the Agency’s approaches to security and justice are linked. In spring 2009, the two teams conducted a joint training for U.S. Government field-based staff from USAID and the Departments of State, Justice and Defense in Rabat, Morocco. Future training is anticipated for Asia and Latin America.
- The Governance Division represents the Agency on several donor coordination bodies, including the OECD/DAC’s Governance Network (GOVNET), and the GOVNET’s Anticorruption Task Team.

USAID Support for Governance Worldwide
USAID’s investment helped launch to Transparency International (TI), a flagship anti-corruption Non-Governmental Organization. TI’s work on the Corruption Perceptions Index, advocacy work on behalf of global instruments such as the OECD Anti-bribery Convention and OAS Anti-corruption Convention, and the local efforts of over 80 national chapters of TI all serve to amplify USAID’s investment in this sector.
