48% of women work in the informal sector without benefits.

15% of rural girls drop out of primary school every year.

5.2% of women may lack any form of identification—birth certificate or identity card—which excludes them from the system, i.e., access to education, health, justice, employment, and credit services, and limits their ability to exercise rights.

All USAID-funded democracy activities are designed to promote the participation of traditionally marginalized groups, including women.

The local governance program aims to ensure inclusion of women and other disadvantaged groups in the formulation and oversight of regional and local development plans and participatory budgets, with specific training provided to community groups representing women. Local governments also are trained on how to be sensitive to gender issues.

A USAID-supported civil society consortium works with congressional committees to promote policy reforms, including ensuring that gender impact is taken into account as legislative bills are developed and the national budget is considered, providing advice on an equal opportunity law, and encouraging improvements in citizen participation mechanisms. USAID's partners in these efforts include Associates Rural Development (ARD), the National Democratic Institute (NDI), and Peruvian institutions and local NGOs.
