On December 12 and 13, 2000, USAID's Center for Development Information and Evaluation (CDIE) and the Office of Women in Development (WID) co-sponsored the Conference on Intrastate Conflict and Women in Washington, DC to discuss the findings and recommendations of a two-year assessment conducted by CDIE in cooperation with the WID office (these findings are outlined in the report "Women and Women's Organizations in Post-Conflict Societies: The Role of International Assistance", document ID: PN-ACP-514). The conference also provided a forum for other international agencies, NGOs, and experts to share their own experiences on the subject of women and conflict, and this report summarizes the highlights of those presentations and discussions.

This information bulletin summarizes the results of a two-year investigation of gender issues in post-conflict societies. The study examined the impacts of conflict on women and gender relations under three categories -- social and psychological, economic, and political -- and the challenges that emerged for the donor community in providing effective assistance to mitigate these impacts. It found, among other things, that women are especially vulnerable to violence during the early stages of post-conflict transition.

This report provides an analysis of the available literature and programmatic interventions in areas related to trafficking in post-conflict situations. Its purpose is to serve as a tool for future USAID planning. The report includes two attachments: (1) an annotated bibliography of available literature on the subject and (2) a list of organizations working on post-conflict trafficking issues.

This literature review found a good deal of work on the subjects of conflict and its effects on women, children, and gender-based violence, the gender aspects of peacekeeping, and human trafficking in post-conflict countries. Very few of these works deal directly with the issues of conflict, human trafficking, and their interrelationships, however, and even fewer works contain in-depth descriptions and analyses of the conditions in conflict and post-conflict situations, which contribute to the emergence of human trafficking in post-conflict and neighboring countries. The exceptions are the growing body of work on child soldiers and women associated with fighting forces, recent works on trafficking in women and girls for sexual exploitation around peacekeeping missions, and the evolving links between post-conflict trafficking and organized crime.

While conflict inflicts suffering on everyone, women are particularly affected by its short- and long-term effects. This introductory guide describes the ways in which conflict and fragility may increase gender inequities and suggests programming approaches that address these issues while building on the strengths of women.

Long-excluded from education, healthcare, employment, and participation in public life, Afghan women continue to suffer from isolation, illiteracy, poor health and extreme poverty. The U.S. Government is committed to removing constraints on women's potential because their contributions to Afghan society are essential.

The purpose of this Short-Term Technical Assistance and Training Task Order assignment was to visit select USAID programs in Afghanistan supported by the FY08 Women's Earmark and collect data on the activities. The consultant team met women beneficiaries at each site, in addition to the international (prime) and national (usually sub) implementing partners. Sectors reviewed included agriculture, alternative development, democracy and governance, microfinance, and education. This document reports the team's findings.

The Gender Assessment for USAID/Colombia was prepared in anticipation of the 2007 Operational Plan. The Mission asked that the assessment focus on gender in relation to the armed conflict and its effects in five programming areas: justice, human rights (with emphasis on domestic violence), alternative development, internally displaced populations, and demobilization and reintegration of ex-combatants. The assessment provides an analysis of gender relations and potential constraints in each program area and offers recommendations on how the Mission might address issues of gender and conflict within these programs.

This document reports on activities undertaken during the third quarter of the Empowering Women's Leadership in Conflict Resolution (referred to as EMA, by its acronym in Spanish) project. Accomplishments included: 1) eight women trained and certified as mediators of land conflicts; 2) conflict mediation handbook drafted by project members; 3) community facilitators trained on alternative dispute resolution; 4) public awareness campaign on women's agrarian rights launched, and 5) civil society organizations and governmental actors worked together to improve women's access to land and agrarian rights.
