Sanitation Working Group

Worldwide, more than 2 billion people lack access to improved sanitation. The problem is particularly accute in Central Asia and sub-Saharan Africa, where only 38% and 53% of the population, respectively, have access to sanitation services.

Comprised of Agency staff active on sanitation-related programming, the Sanitation Working Group is committed to providing USAID Field Missions with the resources needed to design and implement cost-effective, sustainable sanitation programs. The Sanitation Working Group's efforts help ensure that USAID both fulfills the requirements of the recent Congressional Appropriation for water, and contributes to meeting the Millennium Development Goal (MDG) for global access to sanitation.

In coordination with the Sanitation Working Group, Agency staff in Washington will actively support sanitation programming by:

            • Providing direct technical assistance to USAID Field Missions to help them design effective sanitation programs using best practices. These efforts are already underway.
            • Providing programming guidance to Mission Technical staff, including detailed topical orientation, and links to resources needed to design effective sanitation programs using best practices. To accomplish this task, USAID will disseminate a Program Guide on Water and Sanitation in February 2009, and roll-out web-based orientation and training modules by summer 2009.
            • Providing both distance- and field-based training to Mission technical staff, which will build field staff capacity to design effective sanitation programs using best practices. Field training begins in spring of 2009.

Background
The Sanitation Working Group was established as a key outcome of a “Sanitation Consultation” convened by USAID’s Bureau for Global Health in June, 2008. The Consultation brought together USAID staff from across the Agency and eight internationally recognized sanitation experts from outside of the Agency in an effort to expand, strengthen and better coordinate USAID’s sanitation programming. The objectives of the meeting were to share and analyze current sanitation projects (from both inside and outside the Agency), identify programming gaps and USAID’s comparative advantages, prioritize programming options, and develop next steps to incorporate these priorities into USAID programs.
