Program Description
USAID's Office of Transition Initiatives (OTI) Sudan program supported the U.S. Government's effort to strengthen Sudanese confidence and capacity to address the causes and consequences of political conflict, violence, and instability. Between January 2003 and March 2010, OTI programmed approximately $132 million, including the development and implementation of a small-grants program that awarded 1,091 small grants, in support of the framework of the 2005 Comprehensive Peace Agreement (CPA), the Eastern Sudan Peace Agreement (ESPA) of 2006, and within the context of the Abyei Roadmap Agreement.
OTI officially handed over its Sudan Transition Initiative (STI) program to the USAID/Sudan Mission on March 1, 2010, after nearly seven years of operation. The STI program is set to continue through September 2011 under the management of the newly established Office of Transition and Conflict Mitigation (OTCM). The program's objectives, which have evolved with Sudan's transition, currently include strengthening local government in Blue Nile, Southern Kordofan and Abyei, promoting civic engagement in peace processes, and increasing the availability of high-quality and independent information on transition issues.
