Mindanao, Philippines. A Moro National Liberation Front (MNLF) filed commander-turned-State chairman standing with a rice thresher that OTI donated to the community. Both the Government of the Philippines and the local community have to contribute donations in order to complete an OTI transition assistance grant. Through these joint efforts, OTI builds communication and trust between the government and the MNLF.
