Program Description
After four years, the USAID Office of Transition Initiatives (OTI) Initial Governance Response Program (IGRP) ended on July 30, 2011. Started in March 2007, the program was designed to reinforce stability in high-priority, conflict-affected areas of Colombia and strengthen the credibility and legitimacy of the Government of Colombia in post-conflict areas.
Following early successes of the pilot consolidation program in the Meta Department, a historic stronghold for the Revolutionary Armed Forces of Colombia (FARC) and a center for coca production and narco-trafficking, the Colombian Government decided to replicate the model as the national strategy for security, growth, and development in other priority areas. OTI helped the Government of Colombia design the Integrated Consolidation Plan for La Macarena (PCIM), a sequenced, civilian-led government response to recover state presence after permanent security was reestablished and coca eradicated. Small, community-driven activities935 activities valued at more than $32 millionhelped to increase the willingness and capacity of communities to cooperate and interact with the Government of Colombia and expand its capacity to exercise timely, credible, and responsive civil functions.
While the Colombian Government is now providing more than 85 percent of resources for consolidation, both USAID and the U.S. Embassy will continue providing support through the Colombia Strategic Development Initiative (CSDI).
