Job Summary:

This vacancy announcement has been amended to extend the closing date.

This position is with the United States Agency for International Development (USAID), Office of Inspector General (OIG). The position will be in the Immediate Office (IO) of the OIG, which is responsible for formulating and implementing key policies and practices in support of the operational activities of the entire organization.

Major Duties:

You will be responsible for:

  • Serving as a key advisor to the Inspector General (IG), Deputy Inspector General (DIG), senior staff, and program managers on congressional, operational, and administrative matters
  • Briefing congressional staff members on issues affecting the OIG; analyzing and writing summaries of proposed legislation; conducting other congressional liaison duties to include researching, analyzing, and developing information on congressional activities and legislative actions; extracting information on hearings, testimonies, reports, legislation, and news items; and preparing responses to correspondence and inquiries from the Congress
  • Working closely with the Assistant Inspectors General to define and implement special projects to improve the effectiveness and efficiency of OIG operations
  • Representing the IG in strategic planning and budget development processes
  • Carrying out organizational manpower and procedural studies covering OIG operations that are of major importance to OIG and developing comprehensive guidance and directives to implement study results
  • Preparing position and briefing papers for the IG and DIG for use at important meetings

Qualifications:

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook as listed below.

Specialized Experience:  You must have one year (52 weeks) of specialized experience that is directly related to this position. This experience must have provided you with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience must be in or related to the work of this position.

To qualify for the GS-13 level, applicants must have:

One year specialized experience equivalent to GS-12 level in the Federal government. Examples of specialized experience include conducting studies, analyzing findings, extracting information to prepare a variety of congressional correspondence, reports, databases, and information papers, and making recommendations on operating programs.

To qualify for the GS-14 level, applicants must have:  One year of specialized experience equivalent to the GS-13 level in the Federal government. Examples of specialized experience include conducting studies, analyzing findings and making recommendations on substantive operating programs that required applying a knowledge of qualitative and quantitative analytical techniques along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; preparing testimony for senior managers for hearings before Congressional committees; conducting detailed analyses of complex functions and work processes; performing a wide variety of analytical studies and projects related to management improvement; and analyzing and advising on proposed reorganizations or realignment of functions.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must be able to obtain a Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this announcement.

Relocation expenses are not authorized.

How You Will Be Evaluated:

You will be evaluated to determine: (1) if you meet the minimum qualifications required and (2) the extent to which your application documents that you possess the knowledge, skills, and abilities associated with this position as defined below. When describing your knowledge, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

Knowledge, Skills and Abilities (KSAs):

1.    Knowledge of a wide range of qualitative and quantitative methods for assessing and improving complex management processes and systems.

2.    Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions on matters relating to congressional activities, legislative actions, and agency operating programs.

3.    Experience and skill in preparing, editing, and coordinating reports, correspondence, and materials and experience in writing communications in areas such as briefings, responses to congressional correspondence, reports and presentations, and preparation of policies and procedures.

4.    Ability to effectively communicate orally to represent the Agency at congressional hearings, and to negotiate with management to accept and implement recommendations where the proposals involve substantial Agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
