Job Summary:
THIS VACANCY ANNOUNCEMENT HAS BEEN AMENDED TO EXTEND THE CLOSING DATE.
The United States has a long history of extending a helping hand to those
people overseas struggling to make a better life, recover from disaster or
striving to live in a free and democratic country. The U.S. Agency for
International Development (USAID) has been a principal U.S. agency to
extend assistance to countries recovering from disaster, trying to escape
poverty, and engaging in democratic reforms.
Major responsibilities of the Office of Inspector General (OIG) are to
prevent and detect fraud, waste, abuse, and violations of law and to promote
economy, efficiency and effectiveness in the operations of the USAID.
The OIG is responsible for providing audit and investigative services to
USAID, the Millennium Challenge Corporation (MCC), Inter-American Foundation,
and the United States African Development Foundation. The OIG is organized
into four operational units: Audit, MCC, Investigations, and Management.
There are also six overseas field offices, each headed by a Regional Inspector
General, located in Baghdad, Iraq; Cairo, Egypt; Dakar, Senegal; Manila,
Philippines; Pretoria, South Africa; and San Salvador, El Salvador.

Major Duties:
The incumbent serves as a Deputy Assistant Inspector General for Audit
and is responsible for the functional development and implementation of
the audit activities, the direction and coordination of operational work
planning, the implementation of the work plan, quality control of
operations, the review and appraisal of reports, and follow-up actions,
as necessary, both in Washington, DC and overseas.
Assists in the supervision and review of the headquarters audit
staff with respect to work quality and production, consulting with
managers on operating problems and arranging for special studies to
identify causes and required corrective actions on delays.
Recommends policies and operations which will promote economy
and efficiency and the prevention and detection of fraud and abuse
in the Agency's programs and operation.
Assures that the audit program is conducted in accordance with
Government Auditing Standards by the Comptroller General of the
United States, Office of Management and Budget directives and the
legal requirements of the Inspector General Act of 1978, as amended.
Qualifications:
To be eligible for consideration, candidates must meet all the
following Executive Core Qualifications and Technical Qualification
Factors listed below. Current SES career appointees, career SES
reinstatement eligible and eligible SES Candidate Development
graduates must address the mandatory Technical Qualification Factors.

Time-in-grade does not apply for SES positions. Applicants for this
position must demonstrate the level and breadth of experience necessary
to assume an SES position.
You must be a U.S. citizen to qualify for this position.
You must submit to a drug test and receive a negative drug test
before you can be appointed into this position.
In order to qualify for this position, you must possess
a Secret security clearance.
You will be required to make occasional travel.
Relocation expenses are not authorized.

Current SES career appointees, career SES reinstatement eligibles
and eligible SES Candidate Development Program Graduates will be
considered under noncompetitive appointment procedures.

TECHNICAL QUALIFICATIONS:
1. Professional knowledge or experience in
auditing development programs domestically and overseas that are in
line with U.S. foreign policy objectives.
2. Professional knowledge of accounting
and auditing standards, principles, concepts, and techniques; and
applicable laws and regulations.
3. Knowledge of management principles and
practices as applied within the Federal Government; ability to
effectively manage a diverse staff worldwide within available
resources.
