Job Summary:

This vacancy announcement has been amended to extend the closing date.

This position is in the Excepted Service, is located in the Office of the Legal Counsel to the Inspector General, and is under the general supervision of the Legal Counsel.

  • Major Duties:

    The Associate Legal Counsel (ALC):

  • supports the Office of Legal Counsel in ensuring the OIG's compliance with numerous federal statutes, agency regulations and internal directives, Executive Orders, judicial opinions, and other sources of legal authority governing the OIG's operations;
  • advises the OIG in the conduct of its audit, investigation, and management functions;
  • provides legal analysis on the subjects of criminal law, procedure, and investigations; civil fraud; employment and administrative proceedings; public corporations; international transactions; federal appropriations; ethics; disclosure and protection of federal and private information; relations with Congress; and other matters relevant to the OIG's mission to detect and prevent fraud, waste, and abuse of funds involving the United States' foreign assistance programs;
  • conducts litigation at the administrative level and provides litigation support in federal court cases.
  • Qualifications:

    Candidates should be highly skilled in legal research, oral communication, and writing; have administrative or judicial litigation experience; and have familiarity with federal employment systems (law enforcement, Foreign Service and/or civil service), criminal law and procedure, and statutes and regulatory schemes governing the obligations and liability of the federal government. Background in ethics and IG operations helpful but not required.

    Candidates must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, and/or the District of Columbia bar.

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

    This position will require a Secret security clearance.

    This position is being filled by an alternative hiring process and is not in the competitive civil service.

    3.    Proof of bar membership.

    4.    Status candidates and reinstatement eligibles (current or former government employees) must provide a copy of the last or most recent SF-50, 'Notice of Personnel Action' which indicates proof of competitive status (reflecting career, career-conditional or reinstatement eligibility.

    5.    Candidates eligible for other non-competitive appointments must present appropriate documentation reflecting their eligibility.

    6.    All current Federal employees must provide a copy of their current performance appraisal (must be within 18 months from the closing date of the announcement).

    What To Expect Next:
