WHO MAY BE CONSIDERED:

JOB SUMMARY:

This position is with the United States Agency for International Development's (USAID), Office of Inspector General (OIG), Immediate Office (IO). The incumbent reports directly to the Chief of Staff. The position is responsible for ensuring compliance with all the administrative support activities required by the IO, and for facilitating the substantive work of OIG attorneys, auditors, and investigators by directing and assuming responsibility for all the significant administrative work performed in the organization.

  • Major Duties:

    Develops and implements quality control systems to ensure correspondence and communications are in compliance with all relevant agency guidance and direction and properly reflect OIG policies and procedures. Works closely with the IO staff to coordinate and implement important policy initiatives and related confidential and controversial OIG projects and reviews. Trains office management and staff on adherence to program requirements. Advises the staff on the potential uses and benefits of automation to improve the efficiency of office programs, and researches and investigates new and improved business and management practices for application to the program managed by the IO. Develops new and modified administrative program policies, regulations, goals and objectives as required to maintain and improve program effectiveness in the office.

    Reviews correspondence, reports, publications and other sources of interest to the IO and prepares synopses for review and possible action. Arranges for meetings with key officials within and outside OIG, as well as with various ad hoc committees and interested groups. Reviews, assembles and provides materials for use by the IO and prepares drafts of speeches or portions thereof as directed. Reviews all correspondence addressed to the IO and determines the appropriate disposition. Composes correspondence for signature and personally composes and signs non-technical administrative correspondence. Exercises responsibility for complete and accurate handling of Secret and other sensitive materials within the organization. Maintains the calendar for the IO staff and plans official functions. Makes travel arrangements for the IO staff.

    Qualifications:

    You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically this experience would be in work within this field or a field that is closely related.

    All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

    To qualify based on experience:

    GS-10:    1 year equivalent to at least the GS-09 level in the Federal government. Examples of qualifying specialized experience include experience implementing organizational/internal quality control systems to ensure correspondence and communications are compliant with guidance, policies, and procedures; experience developing and/or modifying administrative program policies, regulations, goals, and objectives to maintain and/or improve program effectiveness.

    GS-09:    To qualify based on education, applicant must posses a Master's or equivalent graduate degree or two full years' of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related

    OR

    1 year equivalent to at least the GS-8 level in the Federal government. Examples of qualifying specialized experience include reviewing correspondence and other written materials in order to prepare synopses for review and/or action; coordinating meetings, reviewing, assembling and providing materials for supervisor's use; making travel arrangements, and maintaining the supervisor's calendar.

    You must be a U.S. citizen to qualify for this position.

    After appointment, you will be subject to random testing for illegal drug use.

    In order to qualify for this position, you must possess a Top Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    You must be able to type at least 40 words per minute. You can self-certify by submitting a statement that you can type this speed.

    Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent performance appraisal and a copy of their most recent SF-50 noting current position, grade level, and duty location. Please annotate your application to reflect that you are applying as a CTAP or ICTAP eligible.

    What To Expect Next:
