Job Summary:

The USAID Office of Inspector General, Office of Investigations is responsible for investigating allegations of criminal and civil violations and employee misconduct relating to USAID's worldwide programs and operations. Headquarters and regional field offices are currently located in Washington, DC; Cairo, Egypt; Dakar, Senegal; Pretoria, South Africa; San Salvador, El Salvador; Manila, Philippines; and Frankfurt, Germany.

  • Major Duties:

    Serves as Supervisory Criminal Investigator providing supervision, technical direction and coordination to other criminal investigators and inspectors assigned to the team in the conduct of investigations of individuals and corporations suspected of violations of Title 18, United States Code (USC) and other USC violations, as appropriate.

    Develops special investigative techniques, resolves policy and procedural problems and provides staff assistance as required. Coordinates efforts of investigative teams of investigators, inspectors, auditors, program specialists, other Federal agency and host country personnel, as well as State, County and local law enforcement personnel. Plans investigative strategies, techniques and approaches prior to directing investigations, and assists prosecuting attorneys in preparing and presenting materials necessary for indictments, arraignments, trials, sentencing and appeal proceedings before U.S. and foreign courts. Analyzes results of investigations, and coordinates preparation of reports concerning fraud or administrative violations by USAID personnel, contractors, suppliers, recipients and grantees in violation of U.S. criminal and civil law.

    Qualifications:

    You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform.

    GS-14:   1 year equivalent to at least the GS-13 level in the Federal government. Examples of qualifying specialized experience include: (1) planning, organizing, and conducting difficult and complex investigations; and (2) serving as a liaison with senior officials of USAID Bureaus and Missions, and advising such officials of measures to detect and prevent violations of Agency regulations.

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

    In order to qualify for this position, you must possess a Secret security clearance.

    You can be appointed into this position as long as you have not reached your 37th birthday.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    How You Will Be Evaluated:

    You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. When describing your knowledges, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc. Please limit your KSA responses to three pages.

    1.   Knowledge and experience in planning, coordinating and conducting, complex and sensitive investigations involving contract and procurement fraud, assistance agreements, and employee misconduct relative to agency operations and programs.

    2.   Demonstrated experience in the application of U.S. criminal laws (Title 18 and 15, U.S.C.); Federal Rules of Criminal Procedure and Evidence and related constitutional and statutory authorities in the investigation of financial and contract-related crimes and employee-integrity matters.

    3.   Knowledge and experience in the application of criminal, civil and administrative investigative tools and techniques and modern detection methods and equipment.

    4.   Demonstrated experience communicating effectively orally and in writing; reporting facts clearly, and accurately on investigative matters.

    5.   Ability to maintain effective working relationships with individuals and/or groups at all levels of government, the public and private sector.
