LOCATION: This position is with the United States Agency for International Development's (USAID) Office of Inspector General, Assistant Inspector General for the Millennium Challenge Corporation (MCC), Financial Audits Division.
The MCC is a wholly owned government Corporation designed to reduce poverty by promoting economic growth. The USAID Office of the Inspector General has been appointed as the Inspector General of the MCC and a separate Assistant Inspector General for Audits has been established to coordinate the audit and investigative activities for MCC.
The financial audit division is responsible for the audit of the Corporation's financial statements, records, and operations as well as oversight of all recipient and sub-recipient audits. The incumbent is a member of an audit team of 4 to 6 auditors involved in financial and financial-related audit activities at the MCC Headquarters and overseas in compact countries. Moderate overseas travel is required.
AREA OF CONSIDERATION: Applications will be accepted from current and former competitive service Federal employees, and people eligible under special hiring authorities.
Major Duties: The incumbent leads the Financial Audits team in planning and performing a variety of financial audits segments, reviews, and surveys at MCC. Typical assignments may involve: oversight of contractor performance of the audits of MCC's financial statements; assisting with reviews of non-federal audits performed by independent public accountants in accordance with OMB Circular A-133 type guidelines; oversight of reimbursable audit services provided to the MCC by the Defense Contract Audit Agency; coordinating the audits of the MCC's Information Technology Systems and activities; and other audits of MCC's financial and financial related activities.
Qualifications: APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS OF THE OFFICE OF PERSONNEL MANAGEMENT'S QUALIFICATION STANDARDS HANDBOOK.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.
BASIC REQUIREMENTS
A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours in business law;
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully demonstrated the ability to perform work of the GS-11 or higher grade level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:
SPECIALIZED EXPERIENCE:
GS-13: year equivalent to at least the GS-12 level in the Federal government. Examples of qualifying specialized experience include: (1) Directs or personally conducts audits of Agency's financial statements; (2) Directs and participates in quality control reviews of work carried out by non-Federal auditors.
GS-14: 1 year equivalent to at least the GS-13 level in the Federal government. Examples of qualifying specialized experience include: (1) Directs or personally conducts audits of Agency's financial statements; (2) Directs and participates in quality control reviews of work carried out by non-Federal auditors. (3) Demonstrated experience in performing duties and responsibilities typical of Team Leaders including explaining team goals and objectives to assigned team members and assisting teams in accomplishing the work; coaching, facilitating, solving work problems and participating in the work of the team, providing information to the supervisor on the performance of the team and individual members; communicating assignments, milestones and deadlines to the team.

Combination of Education and Experience: If you do not qualify based on education or experience alone, you may be able to qualify by a combination of your education and professional experience by converting each to a percentage and then adding the percentages. Graduate Education: If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify for the GS-9. For example, if a schools requirement for 1 year of graduate study is 18 semester hours, only graduate education beyond the first 18 semester hours or 27 quarter hours can be combined with GS-7 level experience to qualify for the GS-9. Experience: To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. This position requires 12 months at 40 hours per week of experience. Finally, add your percentages of education and experience. The two percentages must total at least 100% for you to qualify under the combination and graduate education and experience.

How You Will Be Evaluated:
You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledge, skills, and abilities (KSA;s) associated with this position as defined below. When describing your KSAs, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.
1. Professional knowledge of accounting and auditing principles and standards, concepts and techniques to serve as an expert on the interpretation and application of accounting theory and methodology, as applied to a complex environment. Areas of professional knowledge should include the audit requirements of the Government Management Reform Act, Single Audit Act, Statements on Auditing Standards (SASs), Federal Accounting Standards Advisory Board (FASAB), and Federal Financial Managers Improvement Act.
2. Professional knowledge of federal organizations, operating programs, activities and goals, and the functions of the operating elements to the extent required to assess the relationship of these programs to the financial resources of the entities being audited.
3. Demonstrated experience planning and conducting federal financial statements audits in accordance with the Office of Management and Budget's requirements.
4. Demonstrated experience working with Independent CPA firms contracted to assist with financial statement audits.
5. Demonstrated ability to communicate effectively both written and orally. Specifically by preparing reports in accordance with the Statements on Auditing Standards and meeting with high level officials.
