JOB SUMMARY: The Office of Inspector General (OIG) is an independent organization that is responsible for the audit, investigation and fraud control activities relating to USAID's worldwide programs and operations. We are interested in individuals who are committed to superior service and who can help us continue to meet these high standards. We are seeking a highly motivated and qualified individual to provide operational support and technical advice to employees and customers of the OIG.

This position is located in the Office of Inspector General (OIG), Office of Management, Human Capital Division, which provides the management, policy development and interpretation and administration of all HR programs relating to recruitment, appointment, recognition and evaluation, development and termination of CS, FS, Senior Executive Service (SES) and Senior Foreign Service (SFS) employees on a worldwide basis. The Division is also responsible for providing advice and assistance to managers and employees in employee relations matters, including disciplinary issues, security requirements and travel and relocation.

  • Major Duties:

    The incumbent of this position functions as a Human Resources Assistant in the U.S. Agency for International Development, Office of Inspector General, Office of Management, Human Capital Division, and is responsible for performing technical work requiring a substantial knowledge of personnel actions affecting Foreign Service (FS) positions, as well as Civil Service (CS) positions.

    Serves as technical expert on personnel actions to include such tasks as preparing, processing, and tracking all personnel action requests, computing creditable service, and following up on suspense actions and conducting employee orientation. Responsible for inputting, editing, and updating HR information into automated systems such as the National Finance Center Personnel & Payroll System (NFC), Entry Processing Inquiry Correction (EPIC) system. Ensures all personnel actions are processed in accordance with applicable OPM and agency laws, rules, and regulations. Maintaining and reviewing the official personnel files and performing filing of all personnel documents. Tracking and maintaining logs on actions processed.

    Provides information to applicants, employees, and supervisors related to filling of vacant positions, application process, and status of vacancy announcements. With the guidance of a senior specialist, drafts vacancy announcements for Civil Service and Foreign Service recruitment actions to include deciding the area of consideration to target, receiving applications, and qualifying them against OPM Qualification Standards Handbook.

    Performs technical advice and guidance in support of an employee benefits program including retirement, life insurance, health benefits, leave, etc. Determinations are based on an analysis of their previous Federal and military work history, type of appointment, work schedules, and regulatory requirements.

    Serves as point of contact for FS personnel temporarily in Washington on home leave, consultation, training, rotation, etc. Provides advice and assistance in such matters as housing, transportation, per diem, allowances, etc. Reviews and completes computations for their expenditures for temporary lodging, and refers claims to Financial Management for payment.

    Qualifications:

    MINIMUM FEDERAL QUALIFICATION REQUIREMENTS

    To qualify for the GS-7 grade level:  A candidate must have had one (1) year of specialized experience equivalent to the GS-6 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.

    To qualify for the GS-8 grade level:  A candidate must have had one (1) year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.

    Such experience will include providing operational support to a Human Resources office (i.e., preparing a variety of HR documents; preparing and processing personnel and payroll information in the automated systems; and responding to routine HR inquiries).

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

    In order to qualify for this position, you must be able to obtain a Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    How You Will Be Evaluated:

    You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. When describing your knowledges, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

    1. Knowledge of HR rules, procedures, and operations in an HR automated system in order to process personnel actions accurately     and in accordance with applicable OPM and agency laws, rules, and regulations.

    2. Knowledge of Federal employee benefits.

    3. Ability to communicate orally in order to provide guidance to managers, employees, and the general public regarding human     resources functions.

    4. Knowledge of Federal staffing practices and procedures.
