JOB SUMMARY: This position serves as an Auditor in the Information Technology and Special Audits Division, (ITSA) Office of Audit (IG/A), Office of the Inspector General (OIG), with the U.S. Agency for International Development (USAID). The incumbent performs such audits in compliance with Generally Accepted Government Auditing Standards (GAGAS).

SUBJECT TO THE AVAILABILITY OF FUNDS.

  • Major Duties:

    The incumbent of this position performs audits of Agency programs, focusing on information management and technology issues, in accordance with generally accepted government auditing standards. The purpose of these audits is to determine whether the programs are being carried out in compliance with laws, regulations, and agreements; are being administered efficiently and economically; and are achieving the desired results or benefits. This work requires the development of audit programs and procedures necessary to conduct audits; the ability to gather and analyze evidence and to write clear, concise audit reports; and the coordination of audit matters with USAID managers and other U.S. and foreign government officials. The auditor is subject to occasional world-wide travel where USAID activities are being implemented. Successful applicants must be self-starters capable of doing independent audit work under the general supervision of a Lead Auditor.

    The incumbent may serve as the senior member of a team of 4 to 6 auditors. As required, the incumbent may assist the Assistant Director in providing guidance to the audit team members to ensure successful and timely accomplishment of the audit objectives. For example, the incumbent researches and reviews Federal laws and regulations, procedural manuals and references, and records of congressional hearings to identify legislative, regulatory, and procedural requirements for conducting audits; coordinates activities and provides technical direction to professional audit staff. The incumbent also briefs the Assistant Director on progress of audits and identifies problems such as the need to expand the scope and commit additional resources.

    Incentive Payments

    The OIG may pay the following recruiting incentives to qualified candidates possessing the specialized experience described in this announcement:

  • lump-sum recruitment bonus of up to 25 percent of the annual rate of basic pay to a new employee;
  • higher pay rate than the minimum to a new employee with superior qualifications;
  • travel and relocation expenses for prospective new employees;
  • Finally, employee may:

  • qualify for up to $100 per month for commuting costs, if using public transportation and/or
  • choose to work flexible or compressed work schedules.
  • Qualifications:

    BASIC REQUIREMENTS

    A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

    OR

    B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours in business law;

    2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:

    (a) the applicant has successfully demonstrated the ability to perform work of the GS-11 or higher grade level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

    (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and

    (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:

    GS-09: 2 full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree related to the position being filled or 1 year specialized experience which is equivalent to the GS-7 level in the Federal service. Examples of qualifying specialized experience include: (1) Participates in performance audit assignments including surveys, audits, follow-up audits, incurred cost audits, and special audits and analyses; (2) Gathers data in support of audit objectives; (3) Assists in documenting results of analyses in accordance with Generally Accepted Government Auditing Standards (GAGAS).

    GS-11: 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position being filled. 1 year specialized experience which is equivalent to the GS-9 level in the Federal service. Examples of qualifying specialized experience include: (1) Helps ensure implementation of Generally Accepted Government Auditing Standards (GAGAS); (2) Documents findings in workpapers, formulates conclusions and prepares segments of written reports; (3) Participates in negotiations with Agency management of the acceptance of audit findings and the resolution of conflicts concerning the adoption of audit recommendations.

    GS-12: 1 year equivalent to at least the GS-11 level in the Federal government. Examples of qualifying specialized experience include: (1) Researches and reviews Federal laws and regulations, procedural manuals and references and records of Congressional hearings for the purpose of identifying legislative, regulatory, and procedural requirements for conducting performance audits; (2) Performs quality reviews of audit reports, surveys, and special studies conducted by independent accounting firms.

    To qualify based on education, submit copy of transcript or list of courses with credit hours, major(s), and grade-point average or class ranking. Application materials will not be returned.

    In order to qualify for this position, you must possess a Top Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    How You Will Be Evaluated:

    You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities (KSA's) associated with this position as defined below. The information provided in the KSA responses will be heavily relied upon in the rating process. Applicants must prepare a concise narrative addressing EACH of the KSA's listed. Responses must be separate from the application form.

    1. Professional knowledge of practices, methods, and techniques of auditing required to independently plan and conduct complex audits of Agency IT operations and programs.

    2. Experience auditing, evaluating, or participating in the planning, design, development, deployment and operation of major automated information systems.

    3. Experience auditing or evaluating policies, procedures, practices, and controls for key information resources management functions, such as, strategic planning, investment analysis processes, systems security practices, or enterprise architecture processes, etc.

    4. Ability to effectively prepare written audit reports, memoranda and other documents and to present auditees with briefings that are informative and persuasive.

  • Narrative statement (written by applicant) explaining his/her experience relative to the KSA's above. Do not respond by referring to an      item number on your application or by repeating material on your application.
  • Current performance appraisal dated within the last 18 months, if currently employed in the Federal Government.
  • SF 50 (Notification of Personnel Action) showing competitive status, if applicable.
  • Documentation showing proof of eligibility as a surplus or displaced employee.
