Academy for Educational Development (AED)
Under USAID funding, AED provides support to the Mali Ministry of Education (MEALN) in decentralizing education in 10 CAPs and 75 Communes throughout the country. In collaboration with two US-based partners, Education Development Center (EDC) and Research Triangle Institute (RTI), and a team of Malian NGO partners, including Oeuvre Malienne a l’Aide de l’Enfance au Sahel (OMAES) and 10 NGO subcontractors, AED works at Ministry level and in communities to assist in improving systems, responses and results under Mali’s current education sector program (PISE).

Programme d’Appui a la Decentralisation et la Deconcentration de l’Education – Participation Communautaire (PRADDE-PC) May 2009 – April 2014
PRADDE-PC focuses on two objectives. The first is to improve the capacity of the MEALN to implement decentralization. At the national level, the program will work with the Ministry to facilitate inter-ministerial coordination with the MOF, MAT-CL and ANICT, and to improve the performance of central MEALN services (CADDE, CPS, DAF) and decentralized services (AE and CAP). The second objective is to improve coordination between the Centres d’Animation Pedagogique (CAP), the Communes and the schools. Planning for primary education at the Commune level will be better integrated with national level processes and better informed by and responsive to the needs of schools and communities. To yield results, plans , information and decisions must flow up from the school, while resources and management support must flow down from the national level.
