John Groarke

Mr. John Groarke has served at the U.S. Agency for International Development’s (USAID) since 1995. He served in Bangladesh as the Regional Legal Advisor (RLA) covering Bangladesh, India and Nepal from 1996 to 1999; in West Africa covering Nigeria, Mali and Senegal from 1999 to 2002; and a senior RLA in Egypt and Iraq from 2002 to 2005.  In 2003 he was instrumental in opening the USAID Mission in Iraq.

From 2005 to 2006, Mr. Groarke served as the Deputy Mission Director for USAID’s $5 billion reconstruction program in Iraq, the largest in the Agency’s history.  The program, which featured over 12,000 projects, supported efforts to defeat an armed insurgency and establish democracy, stability and prosperity in Iraq. 

From 2006 to 2009, John Groarke has served as USAID’s deputy mission director in Egypt. He oversaw the $1 billion economic assistance Mission’s transition to a regional service center, now serving 31 other USAID missions in various capacities, including administrative, technical support and training.  He spent two prolonged periods as Acting Mission Director during a very difficult period in U.S./Egypt bilateral relations.

John Groarke will be responsible for the $ 131.5 million USAID/Morocco new assistance program 2009-2014. The assistance program aims at increasing participation of citizens, especially Youth, in governance, promoting more relevant education and opportunities for youth, and reducing barriers to trade and investment 

Prior to joining USAID, John was a corporate attorney in New York and Washington.  He taught international law at the University of North London. Mr. Groarke holds a Jurist Doctorate from the University of Pennsylvania.  He also has a Masters in International Relations from the London School of Economics and a BA from New York University. He is married and has two children.
