The new Egypt Health and Population Legacy Review details the long-term results of USAID health sector assistance in Egypt, as documented by Demographic and Health Surveys spanning 32 years.

Overview

For over three decades, the Amercian people have helped to improve the quality of life for all Egyptians through programs that support economic development, good governance, and regional stability. USAID assistance has totaled $28.6 billion since 1975. Current programs focus on economic growth; education; healthier, planned families; and democracy and governance.

In the wake of the historic revolution in January, USAID provides direct support to non-governmental organizations and the private sector to support Egypt’s economic and political transition. The economic support program provides up to $100 million to support job creation, humanitarian assistance, and poverty alleviation for those negatively affected by the recent economic downturn. The democratic support program provides $65 million for democratic development, including elections, civic activism, and human rights.

Programs

Economic Growth: Job Creation and Poverty Reduction
USAID has supported a variety of reforms leading to higher rates of economic growth and larger investment flows. In the near term, USAID will continue to support sustainable economic growth, including trade facilitation, domestic market development, consumer protection, regulatory reforms, and institutional reform, reducing the cost of business registration and licensing. USAID plans to continue working with the people of Egypt and private sector partners to encourage both business start-ups and the growth of existing firms. USAID also seeks to improve the employability of Egypt's youth through job skills training and on-the-job training.

USAID also promotes specific sectors that contribute directly to increased incomes and job creation, including agriculture, agribusiness, and tourism. USAID currently funds strategic business alliances that increase the production of higher value-added products, agricultural technical education that responds to market needs, and water management practices that improve the productivity of increasingly scarce water resources. In support of Egypt's tourism industry, USAID works with local organizations to conserve Egypt’s rich cultural and natural heritage, with completed and ongoing conservation work at some 50 sites throughout the country.

Investing in People: Education
USAID supports basic education reform and improvements in achievement for Egyptian students. Activities will continue to focus on innovative professional development for teachers, decentralization of the education system, policy reform, and reading instruction. USAID will increase the number of undergraduate and master’s degree scholarships, to a diverse range of Egyptians, including women and economically disadvantaged students. In the coming year, USAID will also confront systemic challenges highlighted by Egypt’s recent upheaval, working closely with local educational structures and communities to ensure that learning opportunities are available for all.

Investing in People: Health
Over the past 30 years, USAID’s support has contributed to an 80 percent reduction in the infant mortality rate, an 86 percent reduction in the mortality rate for children under five, a 68 percent reduction in the maternal mortality rate, and a 92 percent increase in immunization coverage against major diseases for all Egyptian children. Earlier detection of avian influenza cases as a result of USAID-supported outreach and training also has resulted in lower H5N1 fatality rates. USAID implements public health programs in line with the Global Health Initiative that expand on a set of proven interventions; programs adopt a woman- and girl-centered approach to improve the health and well-being of the Egyptian population.

USAID has contributed to major improvements in water and wastewater services in Egypt through investments in infrastructure, training, and institutional reform. USAID’s current focus is on improving the sustainability of potable water and sanitation services through institutional support for service providers; support for public-private partnerships; and the construction of water and wastewater systems in poor rural areas.

Governing Justly and Democratically
USAID strengthens the administration of and access to justice; promotes decentralized governance and more transparent, competitive electoral processes; strengthens the capacity and reach of civil society groups; and protects the rights of women and children. Programs have increased access to justice for more than 16,000 children and 8,700 families, provided training for over 5,000 media professionals, and supported more than 100 joint community-local government initiatives to solve local problems.
