Monitoring Country Progress Team
Ron Sprout is the MCP team leader and E&E’s Chief Economist. He has a Ph.D. in Economics and an M.A. in International Affairs from the American University in Washington, D.C. Ron has led the development and application of the MCP system since its inception in 1997. Prior to USAID, Ron worked for the United Nation’s Economic Commission for Latin America and the Caribbean as the Economist for the ECLAC-IDB Project to Support Hemispheric Trade Liberalization. In addition, he has taught economics and international affairs at the American University and Trinity College in Washington, and continues to periodically lecture at the National Defense University in Washington.
Jerome Gallagher is the team’s (and the E&E Bureau’s) program monitoring and evaluation specialist. He has had over ten years of experience in monitoring and evaluation in the U.S. and abroad with Chemonics International in Egypt, the Government Accountability Office in Washington, and the Urban Institute in Washington, the Caucasus, and Russia. Jerome received an MSc. in International Public Policy at the University College London and a Graduate Diploma in Economics from Cambridge University.
Suzanne Polak earned a Ph.D. in East European History from Indiana University, with a specialization in the political transition in Eastern Europe. She also recently received a Masters in Public Health from the Uniformed Services University. Suzanne has had previous work experience with USAID and USAID implementing partners in Egypt and in Kazakhstan. Her current focus and expertise within the MCP team is human capital (health and education) development and peace and security issues.
Taryn Anderson Lovelace is a Presidential Management Fellow with a Masters in Public Administration from the University of Georgia. Since joining USAID, she has gained notable experience in program monitoring and evaluation in a variety of sectors, including PMP development and qualitative evaluation data collection and reporting. Through her current rotation with Social Impact, a global social enterprise engaging in project monitoring and performance and impact evaluations, she manages evaluations, write technical proposals and develops evaluation guidance.
Kraemer Lovelace has a Masters in Public Administration from the University of Georgia and two undergraduate degrees in economics and in computer science from the University of the South. He has notable work experience in the developing world, in India, Mozambique, Argentina, and Brazil. Kraemer brings to the team considerable technical expertise in quantitative methods and analysis.
