For the first time, the Karelian Committee on Reform of the Housing and Public Utilities Sectors has invited a youth representative to join its ranks. On April 8, the committee officially welcomed its new member, Alexandra Kandybina (aged 16), deputy chairman of the Children’s Legal Chamber of Karelia. Kandybina will represent young people to make sure their opinions are heard during committee hearings. This development is the result of an agreement of cooperation between the chamber and the committee that was signed in February 2010. The Children’s Legal Chamber was established in 2008 under the USAID-funded Youth Development Competencies Program, implemented by IREX. It serves as a platform for youth in Karelia to lobby for and educate young people about their rights.
