Actuary Training Helps Azerbaijan Advance Toward WTO Accession

USAID, in cooperation with the Ministry of Finance (MOF) and the Azerbaijan Insurers Association (AIA), helped pioneer, organize, and fund the Azerbaijan Actuarial Training Program (ATP). ATP provides more efficient and comprehensive MOF regulatory oversight of the insurance system and more efficient insurance services. The program also works to advance the technical expertise and employment opportunities for professionals directly engaged in the industry.
Dr. Michael Sze, a renowned U.S.-based actuary certification trainer, developed the ATP training methodology; expert trainers from the Actuarial Society of Kazakhstan (ASK) served as ATP instructors. On November 25, 2008, a certificate ceremony was held at Baku State University to recognize sixteen participants who successfully passed Course 1 and 2 of the six-part ATP series, earning preliminary/interim international certification as trained actuaries. Dr. Sze delivered opening remarks at the ceremony, at which USAID/Azerbaijan Mission Economist Dr. Paul Davis, Head of the MOF State Insurance Supervision Department Namig Khalilov, and AIA Executive Director Gafar Majidov, also spoke.
Full implementation of the six-part professional certification program will enable Azerbaijan to fulfill a core World Trade Organization entrance requirement.
