The 2010 NGO Sustainability Index for Central and Eastern Europe and Eurasia
The annual NGO Sustainability Index is the Bureau for Europe and Eurasia's premier instrument for gauging the strength and continued viability of the region's NGO sectors. The Index analyzes seven different dimensions of the NGO environment: legal environment, organizational capacity, financial viability, advocacy, public image, service provision, and NGO infrastructure. Taken together, these dimensions provide a basic description of the viable and sustainable of the NGO sector.

In 2010, NGOs across the region furthered their efforts to improve their societies in activities ranging from environmental education to providing input on new constitutional changes to protection of the homeless. This year's Index reflects the wide range of challenges and issues facing NGOs in the region. Financial stability and organizational capacity remain concerns for even the most established NGOs. Efforts to put in place, maintain, and keep relevant NGO support services continue with mixed results. NGOs' attempts to engage with governments, to engage with the public, and to encourage their sectors to adhere to good ethics are having more success, but are still very much works in progress.
