Youth
USAID supports the International Youth Foundation in development of the Balkan Children and Youth Foundation - BCYF through its program and operations in Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Romania, Serbia and Montenegro, including Kosovo. The International Youth Foundation works in partnership with BCYF to strengthen the capacity of youth-serving nongovernmental organizations (NGOs) in the Balkan region through sub-grants, technical assistance, exchange programs and networking, and promoting public-private alliances. Programs focus on 5 priority areas: non-formal education, youth employment, technology, civic education and democracy building, and health awareness and prevention. This in turn helps strengthen and support youth development in these countries, by focusing on improving young people’s skills, values, and attitudes. Examples of programs include training youth NGOs in conflict resolution, non-violent communication and intercultural understanding; and preparing teenagers for wage and self-employment and ethical business practices. History and Reconciliation in Southeastern Europe
USAID is funding a group of activities that promote increased mutual understanding, as well as a reconciliation process in Southeastern Europe . The CDRSEE, based in Thessaloniki, Greece and registered in the Netherlands , is implementing the activities which contribute to Stability Pact Working Table 1 objectives: to improve cross-border and inter-ethnic relations in the Balkans. Activities include annual workshops of junior scholars from the region and the production of supplementary “Teaching Packs” for school teachers in 8 Balkan countries. These teaching resources are developed by committees of scholars and history teachers from throughout the region. In cooperation with European Commission and USAID, CDRSEE is also beginning a lustration project that increases access to state archives. A new component is working with youth on reconciling for the future through internet, workshops and joint activities. http://www.cdsee.org

Balkan Trust for Democracy
Balkan Trust for Democracy: A USAID contribution of €10 million supports a $27 million endowment for small grants to local entities to promote democracy and good governance in Southeast Europe. This unique public-private partnership is managed by the German Marshall Fund of the United States. Countries include Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Romania, Serbia and Montenegro, including Kosovo. Through its grant-making activities the Trust will advance citizen participation in government and cross-border cooperation necessary to ensure long-term stability for Southeastern Europe. http://www.gmfus.org

Roma Integration Program (RSP)
This $2.8 million, 4-year regional program in the Czech Republic, Hungary, and Slovakia aims to expand access to services and leadership opportunities for Roma at the community level and to contribute to a change in perception of Roma through public awareness programs to counter discrimination. The program also aims to produce models of integration that can be replicated in communities within the 3 countries with possible implementation in other countries with Roma populations and USAID Missions. Partners for Democratic Change and its centers in the Czech Republic, Hungary, and Slovakia will implement the program in cooperation with USAID. http://www.partnersglobal.org

Stability Pact
USAID’s Regional Services Center in Budapest manages a number of activities that can be viewed through the lens of the Stability Pact for Southeastern Europe (Stability Pact). The Stability Pact is a joint attempt by the international community to provide a comprehensive, long-term conflict prevention strategy in Southeastern Europe (SEE). Established in 1999, the Stability Pact is a political initiative to encourage and strengthen cooperation between the countries of Southeastern Europe as well as to streamline existing efforts to assist Southeastern Europe ’s political, economic and security integration in Europe . Through both the Department of State and the U.S. Agency for International Development, U.S. government support is provided towards a wide range of activities that promote the Stability Pact goals, which are grouped around three broad themes organized into working tables: Human Rights and Democracy (Working Table I), Economics (Working Table II), and Security (Working Table III).

Stability Pact Working Table I: Strengthening Local Government (Cross-Border Cooperation and Reconciliation - CBCR)
CBCR is a new $1.5 million three-year program ($1.18 million through USAID from the Department of State and $336.5 thousand in cost-share from Catholic Relief Services) that aims to advance inter-ethnic reconciliation and local democracy in targeted border areas of Southeastern Europe. In each of the 4 pilot areas, Catholic Relief Services provides funding for projects that are implemented jointly by a multi-ethnic cross-border committee consisting of civil society, business and local government actors from both sides of the border. In addition to managing these sub grants, CRS supports the projects with a mentoring, training and supportive supervision relationship to ensure success in coping with challenges and obstacles. www.catholicrelief.org

Stability Pact Working Table III: (Support for Stability Pact Anti-Corruption Initiative (SPAI): Regional Secretariat Liaison Office (RSLO)
SPAI’s aim is to foster more effective implementation of anti-corruption reforms. Inaugurated in September 2003, SPAI’s RSLO in Sarajevo is intended to serve as a visible demonstration of the commitment of the regional states to the continuing, concerted and coordinated fight against corruption in Southeastern Europe. The RSLO acts as the focal point for interaction and coordination among SPAI partners, serves as the venue for anticorruption training, and conducts public-awareness campaigns against corruption. Through a 3-year, $1.1 million award, ABA/CEELI provides technical and financial assistance to the RSLO during its early operational phase. ABA/CEELI’s support will also foster increased regional ownership of the SPAI and enable the Secretariat to monitor implementation of targeted anti-corruption reforms more effectively and efficiently. www.abanet.org/ceeli/home.html
