Fiscal Decentralization Initiative (FDI)
The Fiscal Decentralization Initiative (FDI) is a regional demand-driven undertaking involving a consortium of donors (WB, OECD, UNDP, USAID, OSI/LGI, and CoE). Launched in 1995, the initiative aims to improve accountability and effective intergovernmental relations in transition countries. FDI supports debate and consensus building among central and local governments, facilitates regional transfer of experience and exchange of best practices, and provides opportunities for local government reform advocacy. FDI has traditionally supported policy research and analysis, information dissemination and networking. Traditional FDI clients are national and sub national authorities and other stakeholders of decentralization such as MPs, opinion makers, private sector and media representatives, NGOs, and civil society representatives. FDI has operated in most countries of Central, Eastern and Southern Europe, Caucasus and Central Asia. During 2002-2003, for example the program worked to directly address needs in more than 15 countries, reaching out to approximately 10,000 people and 100 institutions. http://www.lgi.osi.hu/fdi or http://www.decentralization.org

Local Government Information Network (LOGIN)
The LOGIN Network, jointly sponsored and supported by USAID, World Bank, OSI, Council of Europe and UNDP, is a network based system that serves local governments and acts as a local government information clearinghouse. Through its network of local partners and internet-based resource database, LOGIN promotes the professional development of local government officials and staff. LOGIN is currently operating in eight countries: Bulgaria, Hungary, Latvia, Lithuania, Macedonia, Poland, Russia and Ukraine. LOGIN is in the process of being extended to five more countries. http://www.logincee.org
