Human Capacity Development, or Investing in People, is a key cross-cutting activity designed to improve local capacities through education and developing opportunities for all citizens, while also helping local institutions operate more efficiently.

Focus on Results: Enhancing Capacity Across Sectors in Transition (FORECAST) Program

USAID’s Focus on Results: Enhancing Capacity Across Sectors in Transition (FORECAST) Program provides training and study opportunities for people of Kosovo active in many different professions, and helps local partner organizations and institutions operate more efficiently and achieve better results.

1. Performance improvement and digitalization project at the University of Prishtina
USAID is helping the University of Prishtina to improve its administrative systems and processes, modernize its management system and ultimately, improve the quality of teaching and the learning experience for students. The project is working to improve student administration; financial management; personnel administration; administration of teaching, learning and research; facility management; and information management.

USAID is also providing expertise and financial support to procure and implement an integrated university administration software system that will improve the University of Prishtina’s administrative and operational efficiency.

2. Participant Training Program and study tours
USAID offers in-country, third-country and U.S.-based training and study tours to Kosovo professionals. Activities help participants access new ideas, knowledge and skills that help meet pressing development challenges.

Recent training programs have been in fields such as tax administration, rule of law, and agricultural lending. USAID has supported training programs for more than 600 Kosovo professionals from the not-for-profit, public and private sectors.

3. Academic study
USAID is funding 100 scholarships for Kosovo public servants attending a master’s degree program at the American University in Kosovo focused on public administration. This degree program is specifically designed to build professionalism and excellence in the cadre of career public servants in Kosovo.
