The Samarth project is one of the three components under the umbrella of the $49-million Enhance Project that directly contributes to implementing quality HIV/AIDS prevention, care, and treatment through technical assistance (TA), capacity-building, and institutional strengthening of government and civil society. The project focuses on technical assistance (TA) to enhance the capacity of government and civil society for effective management of HIV/AIDS programs; strengthen quality of HIV prevention, care, and treatment in public and private sectors; improve planning, collection, analysis, and use of strategic information; and enhance leadership and visibility of US government supported programs through strategic communication. The Samarth Project led the task force on children affected by AIDS in designing national operational guidelines and a pilot scheme for implementation in six states within India. It also established TSUs in the states of UP and Uttarakhand that led to improved coverage and quality of the HIV prevention program. Samarth program has placed 25 program and technical officers in National AIDS Control Organization to provide technical assistance in the areas of counseling and testing, epidemiology, basic services, and ART. The project provided technical assistance to comprehensive HIV programs in the country by supporting two implementing demonstration project partners Salaam Baalak Trust (SBT), and WAG Chelsea focusing on street children and children affected by HIV/AIDS.
