USAID Chief Operating Officer Alonzo Fulgham Visits India

The U.S. Agency for International Development's (USAID’s) Chief Operating Officer Alonzo Fulgham, the highest ranking career official under USAID Administrator Rajiv Shah, visited India March 10-14, 2010. The purpose of his visit was to discuss USAID’s future directions and to contribute to the ongoing Indo-U.S. Strategic Dialogue.
Discussions included particularly plans for increased budget and staff in India. With USAID in India significantly contributing to the rapidly transforming U.S.-India relationship, the estimated 2010 India foreign assistance budget level of $126.9 million has increased by 23%. In FY 2010 an increased focus will be on health systems strengthening, clean energy and food security.
During his visit, Mr. Fulgham engaged with the Government of India on bilateral agreements and USAID’s support for the Indo-U.S. Strategic Dialogue, initiated by Secretary Clinton and her Indian counterpart, Foreign Minister Krishna, during her July 2009 visit to India.
Mr. Fulgham is a member of the Senior Foreign Service. As the Chief Operating Officer, Mr. Fulgham has broad authority for ensuring the formation and implementation of USAID’s policy and strategic planning agenda, and overseeing USAID’s program and management reforms. He provides leadership on the full range of issues impacting the achievement of the Administrator’s transformational diplomacy and development goals. Alonzo Fulgham was designated by the White House as the Acting USAID Administrator in March 2009 and served in this capacity until Dr. Rajiv Shah was confirmed as the Administrator the following year.
