Development Leadership Initiative
The environment in which USAID does its work has changed considerably in recent years. Among the major changes are the growing impact of transnational issues (from water, to climate change, disease, conflict and drug trafficking); the increasing importance of non-official capital flows to developing countries (trade, private investment and private foundation giving); the role of new technologies; and the increasing importance of partnerships to unify the efforts of a large and diverse group of international actors to more effectively address development challenges. USAID’s future as the primary development instrument of American foreign policy depends on its ability to staff and manage programs globally that are central to achieving U.S. national interests. To assist USAID to meet this challenge, the U.S. Congress in 2008 provided funding for a special Development Leadership Initiative (DLI). DLI is a multi-year effort to enhance the Agency’s capability to effectively deliver U.S. foreign assistance and to increase its overseas presence. By 2012, DLI is expected to double the size of USAID’s Foreign Service workforce. To reach this goal USAID plans to hire 300 new Foreign Service officers per year until 2012.
